The United States Space Force (USSF) at Naval Base Point Loma, San Diego, CA is searching for a Narrowband SATCOM Program Manager, for SSC/PN (NH-1101-03, GS-12/13 Equivalent).
Description:
If selected, you will serve as the Technical Point of Contact (TPOC) and Contracting Officer's Representative (COR) in the United States Space Force (USSF), Space Systems Command (SSC), Narrowband Satellite Communications Acquisition Delta (CGN). The Program Office is responsible for the acquisition and sustainment of the Mobile User Objective System (MUOS) Baseline, execution of MUOS Service Life Extension (SLE), and the Ultra-high Frequency Follow-on (UFO) program. MUOS SLE involves the procurement of two additional satellites and modernization of the existing ground segment to extend MUOS service life to 2040.
Roles and responsibilities include, but are not limited to:
- Complete the certification and training requirements to obtain and maintain an active certification for Contracting Officer's Representative (COR).
- Conduct market research and perform acquisition planning. Work with System Program Managers (SPMs), Program Managers, Engineers, and other personnel to develop Performance Work Statements (PWS), Contract Data Requirements Lists (CDRLs), Independent Government Cost Estimates (IGCEs), Award Fee Evaluation Plans, and other contract and acquisition documentation. Prepare and submit Purchase Requests to the Contracting Officer. Assist with evaluation of Contractor proposals including engineering analyses of contractor cost proposals.
- Assist the Contracting Officer with monitoring and documenting contractor performance; ensuring that all technical requirements under the contract are met; timely delivery of products or services by the delivery date or within the period of performance; and at the price or within the estimated cost stipulated in the contract. Notify the Contracting Officer of all problems, potential disagreements or controversy, regarding the status of the contract and performance of its requirements.
- Develop quality assurance surveillance records. Facilitate review of Contract Data Requirements List (CDRL) submissions and accept or reject deliverables with comments. Conduct progress meetings, review progress reports, and report progress to the Contracting Officer, Director, System Program Managers, and Business Operations staff. Draft Contractor Performance Assessment Reports. Document any ambiguities or discrepancies with the Contractor and Contracting Officer.
- Periodically review contractor staffing plans and provide feedback to help ensure Contractor is appropriately staffed to meet the cost, performance, and schedule requirements of the contract.
- Work with program branch leads to facilitate management approval of funding allocations for new external manpower/labor support requirements through the established Business Operations Board process.
- Serve as TPOC on tasks assigned to DoD warfare centers and field commands. Draft and coordinate approval of required documentation for issuing Military Interdepartmental Purchase Requests (MIPRs) and Project Orders.
- Review contractor invoices for accuracy of work completed in accordance with contract requirements and certify acceptance or rejection. Review contractor travel requests and travel vouchers.
- Manage contractor employee access to facilities or systems. Manage Government-furnished property (when required).
- Maintain a file for each assigned contract including documentation of COR or TPOC actions taken in accordance with the delegation of authority.
Ideal Candidate:
1. Experience in DoD or Federal Government product or service acquisition.
2. Knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Defense Acquisition System policies and procedures.
3. Technical knowledge of satellite communications.
4. Ability to communicate both orally and in writing with various levels of high-ranking military and civilian personnel.
