DUTIES AND RESPONSIBILITIES:
- Serve as a strategic business partner to Program Management by delivering financial and performance analyses that support achievement of programmatic and financial objectives.
- Lead detailed budget, forecast, and Estimate at Complete (EAC) analyses, including variance analysis, to support program reviews, identify forecast shortfalls early, and recommend data-driven cost control and corrective actions.
- Analyze cost and schedule risks in partnership with Program Managers to support proactive mitigation strategies that ensure on-time delivery and product quality.
- Provide analytical support for program planning activities, including schedule analysis, performance measurement, status reporting, data integrity validation, and resource planning.
- Support program setup and financial controls through analysis and maintenance of cost and schedule baselines, including evaluation of impacts from proposed changes and enforcement of change control processes.
- Develop and analyze Work Breakdown Structures (WBS) and supporting documentation to ensure accurate cost, schedule, and performance tracking.
- Deliver clear, timely, and accurate analytical insights and recommendations to task leaders and program managers to enable informed decision-making.
- Partner with Project Managers, Control Account Managers (CAMs), and technical leadership to analyze and assess the application of Earned Value Management (EVM) principles across programs.
- Analyze subcontractor performance, material receipts, open commitments, and termination liability to support accurate forecasting and financial risk assessments.
- Monitor and assure budget availability, proper approval authorization and charge accounts.
- Utilizes experience with databases for dashboarding and metrics reporting.
- Develop standard and ad hoc reports; identify issues, exceptions, and variances; develop solutions to moderately complex issues; follow GA-EMS processes and procedures to support business and regulatory agency requirements.
- May assist in development of new business proposals.
- Performs other duties as assigned or required.
Job Qualifications
- Typically requires education or formal training equivalent to the completion of a bachelor's degree in business administration or a related discipline, along with six or more years of related experience. May substitute equivalent experience in lieu of education.
- Demonstrates understanding of the concepts, and practices involved in analyzing multiple contract types such as: Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Fixed Price Level of Effort (FPLOE), Time and Materials (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), and hybrid contracts. Experience with Firm Fixed Price (FFP) and Full Rate Production type Programs preferred.
- Understanding of Earned Value Management (EVM) concepts is beneficial but not required.
- Experience with Grouping Pegging and Distribution (GPD) is beneficial but not required.
- Prefer strong background in finance or accounting.
- Experience working on Program with heavy material procurements - cradle to grave preferred.
- Experience working closely with multifunctional and cross business teams including partnering with the Program Office to meet program requirements.
- Experience with DoD (DCAA/DCMA) compliance helpful.
- General knowledge of accounting principles, planning and tracking procedures and manufacturing systems in a research or production environment is helpful
- Possess good organizational skills.
- Proficient with Microsoft Office Suite, including Word, Excel (V-look ups, Pivot tables), PowerPoint and Outlook
- Practical working knowledge of SAP and COBRA preferred.
- Travel may be required based on program or customer needs.
