Responsibilities:
Policy Development & Documentation
- Draft, edit, and maintain HR policies, directives, desk guides, SOPs, and procedural documents in alignment with government regulations and industry standards.
- Ensure clarity, compliance, and operational consistency across all policy materials.
- Maintain a comprehensive manual of current HR policies and serve as a key advisor on interpretation.
Compliance Assurance & Risk Management
- Act as HR Policy and Compliance subject matter expert, ensuring adherence to applicable legislation and organizational guidelines.
- Identify areas of noncompliance or potential risk; develop and monitor corrective action plans to ensure resolution and continuous improvement.
- Verify operational practices align with documented standards and compliance requirements.
Audit, Reporting & Continuous Improvement
- Develop and implement internal audit and review protocols to measure policy effectiveness and accountability.
- Prepare compliance reports, annual summaries, and performance metrics for leadership review.
- Analyze trends and provide feedback for continuous improvement initiatives.
Collaboration & Stakeholder Engagement
- Partner with Workforce and HRIS Management, HR leadership, and client human capital teams to integrate best practices and optimize compliance.
- Build strong relationships with peers and client partners to drive organizational compliance goals.
- Collaborate with subject matter experts to ensure accuracy and consistency in all policy documentation.
Communication, Training & Knowledge Management
- Ensure policies and procedures are properly documented and communicated to relevant stakeholders.
- Organize and update shared drives, templates, and SOP repositories.
- Maintain awareness of changing legislation and HR regulations impacting organizational policy.
Technology & Innovation
- Facilitate adoption of AI tools where appropriate to enhance policy management and compliance processes.
General Support
- Provide day-to-day HR support, assist with administrative tasks, and manage ad hoc projects as assigned.
Qualifications:
- Active Top Secret SCI Clearance with Counterintelligence (CI) Polygraph.
- Bachelor's degree in HR, Education, Instructional Design, or related field. (15+ years of cumulative experience in these areas may be considered in lieu of bachelor's degree).
- 10+ years of experience of writing or technical writing work experience.
- Experience in a HR Specialist role.
- Experience with editing documents for grammar and punctuation.
- Experience supporting the Intelligence Community (IC) in an HR role.
- Ability to act with integrity and professionalism and maintain confidentiality.
- Demonstrated strong analytical, research and problem-solving skills
- Strong writing skills with attention to detail
- Ability to prioritize tasks and conduct multiple assignments concurrently.
- Excellent communication skills, both verbal and written, with the ability to articulate complex concepts clearly and effectively.
- Strong interpersonal skills, including conflict resolution.
- Excellent organizational skills, attention to detail, time management, and ability to meet deadlines.
- Ability to collaborate effectively with stakeholders across departments and levels of the organization. Strong people skills and the ability to build rapport with employees at all levels of the organization.
- Ability to develop policies aligned with organizational goals.
- Management, and ability to meet deadlines. Maintain version control and documentation workflows using collaborative editing and document management tools.
- Proficient with Microsoft Office Suite (Work, Excel, PowerPoint, SharePoint).
- Ability to work independently and as part of a team.
- HR and/or Workforce Management experience supporting the United States Government.
Physical Requirements:
- Work is typically performed in an office setting.
- Prolonged periods of sitting at a desk and working on a computer.
- Must have the ability to lift 15-25 pounds.
