Tuknik Government Services, LLC, a Koniag Government Services company, is seeking a HR Team Lead - Learning, Development and Compliance Specialist with a TS/SCI with CI Polygraph to support TGS and our government customer in the DC Metro area.

The HR Training, Development, & Compliance Team Lead manages a team composed of Training and Development Coordinators and Compliance Specialists. They help manage daily HR operations, professional development programs, and policy compliance inspection programs. They lead their team in the creation, implementation, and maintenance of professional development programs and policy compliance inspection programs designed to equip employees with necessary skills and ensure adherence to relevant laws and policies. They are skilled in training needs assessment, compliance audits, performance alignment, and process improvement.

Responsibilities:
Team Leadership & Capability Development
- Lead and oversee Workforce Learning & Development and Compliance teams to support client human capital objectives.
- Provide leadership, technical guidance, and resources to strengthen team competencies, foster collaboration, and optimize productivity.
- Partner with HR Manager to execute performance management and support teammate lifecycle activities (recruitment, training, development).
Learning & Development Strategy
- Serve as a learning partner to departments and offices, assessing needs and delivering actionable, solution-based training strategies.
- Manage learning projects from conception through implementation, including success metrics (pre-/post-tests, surveys, completion rates) and impact reporting.
- Develop, update, and maintain training materials, user guides, and documentation; facilitate client learning opportunities to enhance workforce knowledge and skills.
Compliance, Governance & Data Integrity
- Establish governance and audit processes to ensure compliance, data quality, and sustainability across HR systems.
- Ensure accuracy and integrity of HR data; troubleshoot issues and maintain data reliability in collaboration with HR team members.
- Support HR programs and processes, acting as liaison between HR Manager and team for compliance and reporting requirements.
Process Optimization & Technology Enablement
- Identify opportunities to automate manual processes and streamline workflows through system enhancements.
- Expand dashboards, automated reporting, and analytics capabilities to support decision-making and performance tracking.
- Collaborate with HR staff to implement system and process improvements related to workflows, automation, and reporting.
Stakeholder Engagement & Partnership
- Build strong relationships with client stakeholders and IC leaders across HR and integrative operations.
- Collaborate with HR Manager and client partners to integrate best practices in learning, development, and compliance aligned with organizational goals.
General Support
- Provide day-to-day operational support and assist with assigned ad hoc tasks and projects.
Qualifications:
- Active Top Secret SCI Clearance with Counterintelligence (CI) Polygraph.
- Bachelor's degree in HR, Business Administration, or related field. (15+ years of cumulative experience in these areas may be considered in lieu of bachelor's degree).
- Minimum of 10 years of experience of HR management required.
- Prior team lead experience required.
- Experience supporting the Intelligence Community (IC) in an HR role.
- Ability to act with integrity and professionalism and maintain confidentiality.
- Demonstrated strong analytical and problem-solving skills.
- Ability to prioritize tasks and conduct multiple assignments concurrently.
- Excellent verbal, written, interpersonal, conflict resolution and communication skills.
- Excellent organizational skills, attention to detail, time management, and ability to meet deadlines.
- Ability to collaborate effectively with stakeholders across departments and levels of the organization.
- Ability to build relationships and trust with team members and other stakeholders.
- Proficient with Microsoft Office Suite (Work, Excel, PowerPoint, SharePoint).
- Ability to work independently and as part of a team.
- HR and/or Workforce Management experience supporting the Department of War (Defense).
Physical Requirements:
- Work is typically performed in an office setting.
- Prolonged periods of sitting at a desk and working on a computer.
- Must have the ability to lift 15-25 pounds.
