Description

Ratchet Mission Applications (RMA), part of the National Solutions Sector, is seeking a Technical Training Lead to drive the design, development, and delivery of high‑impact learning solutions. In this role, you will partner with SMEs, Technical Trainers, and leaders across Critical and Technical Operations—and other departments as needed—to build training that strengthens technical capability across the organization.

You will own the full lifecycle of learning development: scoping needs, designing solutions grounded in adult learning principles, conducting task analyses, and applying proven instructional frameworks. Your work will support new hires, experienced employees, and emerging leaders through engaging, effective training experiences. This includes leveraging existing materials and creating new content such as classroom instruction, virtual instructor‑led training, eLearning, self‑paced modules, role plays, skills drills, simulations, and job aids.

The ideal candidate brings deep instructional design expertise, advanced assessment skills, and hands‑on experience delivering training in technical environments.

Primary Responsibilities:
  • Lead needs analyses, requirements gathering, and performance assessments using business acumen, L&D expertise, and Design Thinking methodologies.
  • Design blended learning programs aligned with operational standards and current SOPs.
  • Develop interactive, scalable learning content—including videos, simulations, instructor‑led materials, facilitator/participant guides, presentations, and job aids—using rapid prototyping, SAM, ADDIE, and agile approaches.
  • Collaborate with leaders, SMEs, instructional designers, marketing teams, consultants, and project stakeholders throughout the design, development, implementation, and evaluation process.
  • Measure learning effectiveness using operational metrics and learner data; implement continuous improvements based on findings.
  • Manage content lifecycle, documentation, and version control.
  • Lead both small‑scale and enterprise‑wide learning design initiatives.
  • Build rapid training project plans, define functional training measures, and manage delivery schedules.
  • Facilitate training sessions, lead train‑the‑trainer programs, and conduct scoping calls, project meetings, and related events.


Basic Qualifications:
  • Bachelor’s degree in Instructional Design, Educational Technology, or a related technical field and 8+ years of experience; 4 additional years of relevant experience may substitute for a degree.
  • Active TS/SCI or TS with a current SSBI and eligibility to obtain TS/SCI with polygraph.
  • U.S. citizenship required.
  • Ability to lead learning development efforts using non‑traditional or limited technical resources.


Preferred Qualifications:
  • Experience in a supervisory or managerial role leading training or operational teams.
  • Proven success managing training projects and meeting deadlines and requirements.
  • Experience with virtual training platforms and CBT development tools.
  • Strong command of adult learning principles, instructional design methodologies, person‑centered and culturally responsive practices, and evidence‑based learning concepts.
  • Excellent facilitation, presentation, and communication skills, including virtual delivery.
  • Strong organizational and time‑management abilities with capacity to manage multiple projects simultaneously.
  • Proficiency with LMS platforms, training tracking tools, and standard office software.
  • Ability to interpret policies, SOPs, and quality standards and translate them into clear, actionable training.
  • Data‑driven approach to evaluating training outcomes and implementing improvements.
  • Skilled in navigating electronic systems, software applications, and virtual service platforms.
