The Program Manager will lead all aspects of contract execution supporting the Army's Treaty Compliance and Surety Division (DAMO-SSD), the Deputy Assistant Secretary of the Army for Environment Safety & Occupational Health (DASA-ESOH)), and the U.S. Army Nuclear and Countering Weapons of Mass Destruction Agency (USANCA). This senior leadership position is responsible for program oversight, staff management, and ensuring delivery of high-quality technical and analytical support across multiple mission-critical defense initiatives. The Program Manager will serve as the primary point of contact with Army and Department of Defense leadership, overseeing the team's performance to ensure compliance with contract requirements, schedules, and budgets.

The ideal candidate will provide strategic vision, foster workforce stability, and ensure all contractual obligations are met with an emphasis on mission continuity, confidentiality, and adherence to federal and Army standards. Key functions include managing project milestones, personnel, and resources, as well as resolving operational challenges in a dynamic, high-visibility federal environment. The Program Manager will work primarily onsite in the National Capital Region, with occasional travel as required, and must demonstrate the skills and experience required to handle sensitive, classified information and lead within a secure government setting.

Must be a U.S. Citizen.

Must have an active Top Secret clearance with SCI eligibility.

Responsibilities :
  • Oversee and manage all aspects of contract execution and performance to ensure delivery of program requirements in accordance with the Army's objectives and timelines
  • Serve as the primary liaison between contract staff, Army stakeholders, and Department of Defense leadership
  • Supervise, mentor, and coordinate the activities of a multidisciplinary team, including key and non-key personnel
  • Ensure continuity of operations, compliance with program milestones, and timely submission of all required deliverables and reports
  • Monitor quality control measures and ensure corrective actions are implemented as needed
  • Manage project budgets, schedules, and workforce utilization in accordance with firm-fixed-price contract terms
  • Facilitate regular status updates, briefings, and progress meetings with government representatives
  • Support onboarding of qualified personnel and address workforce issues promptly to maintain staffing stability
  • Oversee security compliance for all personnel and ensure proper handling of classified information
  • Coordinate risk management efforts and resolve operational problems to ensure mission assurance
