Duties

  • Works with the Division Chief in planning, organizing and overseeing the activities of the Division. Formulates program goals, plans,policies, and procedures and work plans dealing with the development and operation of nuclear-related functions and activities.
  • Represents the Strategic Deterrence and Nuclear Integration at higher levels within the organization and at conferences with HQ USAF, DoD, and other agencies.
  • Develops and recommends policy to ensure that the organizational strategies are properly planned, programmed, executed and independently evaluated.
  • Prepares and presents high level briefings of conclusions; many being highly subjective and not readily susceptible to verificationuntil actual operational situations are encountered.

  • An advanced degree in science, math, or other appropriate degree, and operations research experience is highly desired.
  • Position requires the ability to acquire and maintain a Top Secret security clearance.
  • There is occasional contact with congressional offices or the General Accounting Office on specific claims or protests.
  • Completed work is reviewed by the supervisor for effectiveness and compatibility with current USAF mission objectives and success in obtaining acceptance of recommendations by Air Force leadership.
  • Must be able to work outside normal day working hours and on weekends.
  • Conduct process and analysis relating to nuclear planning, transformation, future concepts and capability requirements.
  • Develops innovative solutions and implements instructions for new policies and procedures.
  • Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology.
  • Travel via commercial and/or military modes of transportation may be required.
  • This is a Centrally Managed Position in the Operations career field
Qualifications

Conditions of Employment Cont.:
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, GS-0343

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical organizational plans and programs participating in or conducting major operations such as mission, tactical training, deployment, mobilization, Planning, Programming, Budgeting, and Execution (PPBE), special operations, contingency or similar operations. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as they relate to actual events. Knowledge of the various command entities involved in overall planning and execution of operations and evaluations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Ability to assess the status and build products that enable A10 to advocate and explain the important role of the nuclear deterrencecapability, the importance of reinvigorating the nuclear enterprise from a stewardship perspective and the contribution of nuclear to thestrategic deterrence posture.
  • Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports for top management use and decision-making.
  • Ability to apply nuclear-related background, knowledge and experience to complex issues facing the nuclear community.
  • Ability to conduct and process analysis relating to nuclear planning, transformation, future concepts and capability requirements.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
