Duties

SUMMARY:
The primary purpose of this position is: Serve as the Chief Learning Officer for Undergraduate and Professional Continuing Education programs. Serves as the primary advisor to the Commander and President of Air University on matters of Undergraduate and Professional Continuing Education. The incumbent oversees the activities of AU''s Undergraduate and Professional Continuing Education programs and directly supports AU academic programs by ensuring critical strategic issues related to the quality and effectiveness of AU academic programs are made available to AU senior leaders, and other key stakeholders. Responsible for formulating program goals, plans, and policies to develop, monitor, and sustain the Command's Learning Strategy for Undergraduate and Professional Continuing Education programs. Provides academic advice to ensure that programs meet Air Force, Joint, and regional requirements. Ensures policy, procedures and methods are based on sound education principles and a solid foundation of Instructional System Design methods. Provides academic advice on managing and governing the AU academic enterprise to the AU Commander and President (AU/CC), the AU Chief Academic Officer (AU/CAO), AU/A3, AU School and Center Commanders, and AU Faculty. Reports to the Chief of Academic Affairs (AU/A3A).

DUTIES:
  • Serves as Chief Learning Officer for Undergraduate and Continuing Professional Education Program to accomplish substantive advisory and managerial responsibilities to the Chief Academic Officer (CAO)/AU commander and to build and maintain the University's Learning Strategy for Education.
  • Serves as the educational advisor to the Air University Commander on programs that are extremely complex with significant agency, national or international scope and impact.
  • Serves as a senior educationally-focused resource advocate to support delivery of Undergraduate and Professional Continuing Education Strategic learning objectives.
  • Represents educational issues for the AU Commander in a variety of external and internal organizations at a high level and is able to act on behalf of the Senior AU Leadership.
  • Initiates special projects to resolve long and short-range problems in the application of emerging educational
  • technologies.

  • Position is NOT Centrally Managed and PCS is NOT authorized
  • Must be a permanent, Dept of Air Force employee currently assigned to Air Education and Training Command, Air University.
Qualifications

In order to qualify, you must meet the basic requirement and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training series.

Basic Requirement for GS-1701 Positions: A Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. NOTE: You must submit a copy of your transcripts.
OR
Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You must submit a copy of your transcripts.

AND
Specialized Experience
: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge in educational supervision, out-reaching, research, administration, development of curriculum and instructional material and other educational activities with emphasis on adult learning. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1.Knowledge of Undergraduate and Professional Continuing Education programs, especially as applied to analysis of university and academic program effectiveness and of educational program administration, policies and procedures. Knowledge of University-level governance structures, operations and Force Development/Continuum of learning principles and constructs.

2.Expert knowledge of the principles, practices and techniques of instruction and the ability to evaluate instructional program and objectives to assess progress toward their achievement.

3.In-depth knowledge of the principles, practices and techniques of instruction, evaluation, accreditation, and of technology-enhanced methods for curriculum development and delivery.

4.Knowledge to establish and execute large, graduate-level training and education programs from curriculum development to assessment. Knowledge of the Systems Acquisition process.

5.Ability to design and execute institutional effectiveness and assessment projects with senior military and civil service individuals. Ability to design valid and reliable data collection instruments that yield appropriate quantitative and qualitative data to document effective strategic program management.

6.Ability to execute collaborative projects with senior-level (e.g., SecDef, CSAF, University Presidents, CEOs) partners. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
