Duties

Summary :
The primary purpose of this position is to: Serves as the Dean of Academic Affairs for the Ira C. Eaker Center for
Professional Development (Eaker Center), under the direct supervision of the Eaker Center Commander. As the key senior
civilian leader on education and curriculum matters overall, for Eaker Center. This position provides historical continuity
and expertise for long- and short-term curriculum development for officer, enlisted, and civilian professional continuing
education (PCE) programs for the entire Air Force, to include oversight of any degree-granting activities.

Duties :
  • Serves as the top education advisor and senior management civilian for the commanding officer and staff of Eaker
    Center.
  • Evaluates the effectiveness of resident and distance learning (DL) curriculum delivery.
  • Benchmarks education, instruction, and curricula programs against those across the DoD, in civilian academia,
    and industry.
  • Facilitates organizational compliance with accrediting and review organizations.
  • Serves as lecturer or attached faculty to Eaker Center schools or, as requested and available, across AU.

    Qualifications

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions Group Standard, to include the Individual Occupational Requirements (IOR) for the GS-1750, Instructional Systems Series.

    *Basic Requirement for GS-1750-12 INSTRUCTIONAL SYSTEMS SPECIALIST: A degree from an accredited college or university that includes or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work included study in at least four of the following five areas: 1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.     In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    SPECIALIZED EXPERIENCE:Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include expert professional knowledge of learning theory, psychology of learning, and education psychology including application of learning theories as it relates to systematic design, development, and validation of instructional programs to provide leadership, advice, and guidance throughout the school; advanced knowledge of professional instructional systems design principles, techniques, practices, and procedures as they pertain to sustainment, modification, logistics, and training system production management principles, concepts, and policies; and of standard acquisition regulations, practices, and procedures to develop proposals and advise commanding officer and staff; professional knowledge of the techniques for evaluating the effectiveness of instructional programs to design evaluation means to measure the effectiveness of program concepts and techniques and determine if revisions are needed; professional instructional systems knowledge of performance, goal, task, and cognitive analyses to oversee and mentor the work of lower-graded specialists; extensive knowledge of military command structure, missions, programs, and organizational relationships; program goals and objectives; knowledge of the policy, procedures, and guidelines used to maintain accreditation.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Knowledge of performance improvement concepts, principles, practices, standards, methods, techniques, materials, and
    equipment to effectively apply advanced education theories, principles, and concepts to project design, development,
    execution, and advisory services.

    2. Knowledge of service testing and evaluation sufficient to apply experimental theories and new applications to issues,
    and provide technical advice and direction in support of training systems and associated support equipment.

    3. Knowledge of training administration, policies and procedures.

    4. Skill to devise professional evaluation criteria, parameters, characteristics, and interrelationships for design approaches,
    and to assess the impact of new technology on current training systems and processes and measure the effectiveness of
    program techniques.

    5. Skill in accomplishing special educational/instructional research studies projects.

    6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a
    professional manner with peers, management, contractors, academia, and other agencies.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
