  • Performs studies and establishes plans of action for improving the efficiency of information technology applications.
  • Assesses policy needs and develops policy and procedures governing IT activities.
  • Functions as a senior technical advisor on contract and budget activities.
  • Represents organization at conferences and meetings and presents briefings.

  • Incumbent must be able to obtain and maintain a TS or TS/SCI (Special Compartmented Informational) security clearance.
  • Recall to duty may be a requirement of this position.
  • Overtime and/or emergency overtime may be required.
  • Information Assurance Certification is a condition of employment.
  • This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
  • Employee must meet, or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • Employee is expected to meet Continuing Acquisition Education requirements.
  • IAW AFI 44-107, Air Force Civilian Drug Demand Reduction Program dated 7 Apr 10, this position has been identified as a drug testing designated position. The incumbent is subject to random testing for drug use.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A).

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 or equivalent in other pay systems which includes knowledge of a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements and convince management toward a specific course of action.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of unit test & evaluation tactics, IT principles, development and EW systems and reprogramming procedures, weapon systems, intelligence systems, command and control systems and their interrelationships in EW and test and evaluation environments as related to DoD global networking system policies and practices to anticipate and refine functional requirements.
2. Knowledge of unit policy and planning formulation process along with its missions and objectives to prepare IT polices and plans.
3. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
4. Knowledge of design tools, methods and techniques as well as life cycle management concepts, cost benefit analysis, system architecture, integration techniques, and testing methods.
5. Ability to apply NSA and DoD (to include JAFAN) computer and network security principles and policies to classified networks and web applications. Analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
