  • As the Branch Lead, the incumbent will be responsible for managing the A4 Civilian Personnel and Pay Budget. Responsible for formulating, justifying, and defending the resources required for management and execution. Develops new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of major Air Force mission and operational plans.
  • Oversees plans, organizes and guides the personnel activities as directed by Deputy Chief of Staff, Logistics, Engineering & Force Protection (A4) directorate, ensuring they comply with legal and Page 3 regulatory requirements and meet customer needs. Organizations are complex and dynamic and have a range of professional administrative and technical positions.
  • Administers the activities of the manpower and organization branch for A4 portfolio including the FOAs and DRUs ensuring that the organization complies with legal and regulatory requirements. Develops goals and objectives that integrate manpower and organization office objectives with the Planning, Programming, and Budgeting System (PPBS), and wing objectives.
  • Uses automated budgetary, personnel, and manpower system(s) and computer-generated products in accomplishing budgeting, manpower, and personnel assignments. Periodically performs quality checks of automated system database information ensuring accuracy, validity, and regulatory requirements are met and maintained at a standard of adequacy sufficient to produce reliable reports and products for use in the budget, personnel, and manpower processes.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes designing and conducting comprehensive strategies to improve efficiency and effectiveness of manpower programs and initiatives; and identify propose, and devise innovative policies and guidance; develop and recommend manpower and organization policies and guidance, and perform continuous appraisal of the utilization of manpower resources in accomplishing objectives and goals; ensure compliance with regulatory requirements and governing directives; experience in completing the Management and Program Analysis duties and responsibilities described with the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of qualitative and quantitative techniques to apply management engineering principles, concepts and methodologies, and financial management directives, concepts, procedures, guidance, and policy.

2. Knowledge of the organization, programs, missions, and functions of the agency's organizations to conduct studies to determine manning and skill levels to staff installation activities.

3. Knowledge of management principles and techniques pertaining to manpower and personnel resources as they relate to organizational realignment and/or closure, outsourcing, and privatization studies.

4. Skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning the efficiency, effectiveness, and cost of program operations.

5. Skill in planning and directing the conduct of comprehensive manpower and organizational analyses/studies of a wide diversityof organizations.

6. Ability to lead, manage,supervise a subordinate staff; and to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
