Overview

The Surveillance Coordinator is responsible for planning, coordinating, and executing all surveillance-related support for geographically diverse training events. As the primary integrator between surveillance teams, exercise control, logistical partners, and customer leadership, this role ensures training lanes operate smoothly, safely, and in compliance with customer requirements.

The coordinator manages team scheduling, oversees operational logistics, provides subject-matter instruction, and ensures surveillance and exercise support functions are delivered to the highest standard. This position is critical to maintaining behind-the-scenes continuity, preventing disruptions, and enabling instructors, students, and stakeholders to focus on learning objectives.

Security Requirement:

• Candidate must meet the requirements for access to classified information at the Top-Secret/SCI level, including completion of a Tier 5 Reinvestigation (T5R) as defined by the Federal Investigative Standards.

Roles and Responsibilities:

• Surveillance Team Management

• Lead and manage multiple surveillance teams supporting concurrent training lanes.

• Synchronize team coverage, staffing, and resources across organizational campuses and US training locations.

• Ensure surveillance personnel are properly briefed, prepared, and aligned with training objectives and safety protocols.

• Exercise Control & Training Support

• Serve as Exercise Control Lead for all training events, coordinating with instructors, observers, and customer representatives.

• Oversee full spectrum exercise support to ensure seamless execution.

• Provide instruction in surveillance photography, Mobile/foot surveillance, and change of profile techniques.

• Logistics, Scheduling & Resource Coordination

• Manage scheduling and tasking of Surveillance Role Players and independent contractors.

• Coordinate lodging, rental vehicles, infrastructure, and equipment with external vendors.

• Ensure all logistics and administrative tasks are executed efficiently.

• Monitor team expenditures to stay within program budget.

• Program Design, Evaluation & Improvement

• Develop procedures and training support strategies aligned with customer goals.

• Assess training effectiveness through metrics, feedback, and surveys; recommend improvements.

• Collaborate with internal teams and customer leadership to refine training content and enhance delivery.

• Customer Coordination & Stakeholder Engagement

• Serve as a primary point of contact for surveillance support requirements.

• Tailor programs to meet evolving customer expectations and operational requirements.

• Ensure timely communication, proactive problem-solving, and high-quality service delivery.

Position Requirements:
  • Experience in developing, leading and managing surveillance teams in a dynamic or multi-lane training environment.
  • Defined performance supporting the IC, USSOF or similar high-demand organizations in conducting surveillance training programs.
  • Background in exercise control or operations-intensive training environments.
  • Strong vendor management, logistics, and scheduling experience.
  • Ability to work effectively with 1099 personnel, contractors, and multidisciplinary teams.
  • Understanding of risk assessment and risk mitigation techniques.

Essential Competencies:
  • Leadership of surveillance teams - ability to organize, direct, and synchronize personnel across concurrent training lanes.
  • Working knowledge of the US IC and SOF community at the joint/interagency level.
  • Operational planning and multi-tasking under time constraints.
  • Strong communication and interpersonal skills.
  • Adaptability in dynamic training environments.
  • High attention to detail in logistics and administration.
  • Instructional capability and subject-matter expertise in surveillance.
