Scope of Work: The Navy Foreign Military Sales (FMS) Case Execution Modernization Initiative (CEMI) will provide the Navy, Marine Corps, Coast Guard, and Foreign Nationals the enterprise case management system replacement for MISIL. The CEMI will serve as the case execution capability to comprehensively and efficiently access, integrate, manage, track, evaluate, and transfer case execution, logistics, requisition, procurement, contracting, funding, financial, accounting, and services data across the FMS community activities.
Modus21, LLC is developing the Sea Services Security Assistance Logistics and Execution (S3ALE) application as part of a systems-of-systems solution to replace the obsolete MISIL system.
Summary of role: The Software Engineer will design, develop and maintain secure, scalable APIs that support enterprise applications and system integrations. This role collaborates closely with Product Owners, Front-End Developers, and Infrastructure teams to deliver reliable services aligned with program requirements.
Responsibilities:
• Development of design specifications focusing on APIs and related integration standards
• Design, develop, test, and maintain APIs
• Ensure that APIs are written as per coding standards, hardened by applying security standards, and thoughtfully implemented to optimize the application for speed and efficiency
• Cross-collaborate with front end engineers, product owners, infrastructure, and test teams in an autonomous, supportive team environment to refine requirements and deliver solutions
• Manage individual project priorities, deadlines, and deliverables
• Takes initiative to understand, measure, and solve the most important business problems with holistic and sustainable solutions
• Define, implement, and enforce standards for best practices in software development
• Participate in code reviews, testing, and defect resolution
• Support CI/CD pipelines and deployment activities
Requirements/Experience:
• BA/BS/MS degree in Computer Science, Computer Engineering, Engineering or related fields from an accredited college/university
• Required Security+ or similar certification (CISSP, CASP CE)
• Required AWS Cloud Practitioner or any advanced AWS Engineering Certification
• Preferred Appian Certification
• 6+ years of software development experience, with a focus on API development
• Experience with server side runtimes and frameworks - Spring Boot (Java), Express (Node.js), and Micronaut
• Experience with AWS serverless compute services including AWS API Gateway, AWS Lambda, S3, and Transfer Family
• Experience with Relational and NoSQL databases and various ORM tools - SQL Server, Oracle, PostgreSQL, CosmosDB, MongoDB, Hibernate, Sequelize
• Experience implementing solutions using various architecture patterns (microservices, event driven, layered)
• Experience with back end testing frameworks - Junit, TestNG, Mocha
• Experience working in an Agile environment and with supporting tools such as Jira, Confluence, Git repository
• Knowledge of industry best practices for code quality, architecture, accessibility, and usability
• Work independently on items to implement clean, consistent code solutions
• Demonstrated competency in enterprise design patterns, object-oriented design, development and implementation of complex applications or components in hybrid environments (Cloud/On-Premise)
• Demonstrated competency in accurately identifying the scope of work and preparing thorough, accurate and detailed schedule estimates
• Experience working remotely (by phone, virtually, etc.)
• Strong collaboration, interpersonal and organizational skills
• Exceptional verbal, written and presentation skills
• Must be a US citizen and hold or be able to obtain a Department of Defense (DoD) Secret Security Clearance
