COLSA is seeking an IT Project Lead - Subject Matter Expert (SME) for a Key Personnel role in support of a proposal anticipated in February 2026. This position is contingent upon contract award.
Responsible for the successful development, implementation, schedule, and cost performance of a major program, or multiple programs, through subordinate program/project managers (non-tech), in accordance with the call order requirements and agency policies, procedures and guidelines. The Technical Director to serve as the official point of contact with Government representatives.

- Serves as ISaaS Technical Director and Team Lead
- Manages all the teams that comprise the ISaaS program.
- Manages one or more projects or programs, may manage an operating office and supervises professional and technical personnel performing in their customary disciplines.
- Maintains aggressive efforts to achieve objectives.
- Trains and supervises personnel.
- Responsible for all phases of the program budget.
- Performs analysis for call order reviews with various software.
- Develops Quality Assurance Programs for all products and services.
- Responsible for recruiting, interviewing, and hiring staff.
- Assigns staff and provide technical direction as necessary to complete task.
- Monitors call order, subcontract, and funding; prepares forecasts of program financial performance.
- Develops and delivers required call order, departmental, project and/or financial reports.
- Assesses risk, identify business threats, and evaluate system or network security programs to create a security operations strategy while reducing risks to systems and data.
- Utilizes the NIST Risk Management Framework model to assist and manage information security incidents to minimize risk to systems and data.
- Develops and maintains collaborative relationships with various government teams to conduct cyber security operations across various branches of government.
- Creates standard operating procedures in partnerships with government personnel to enhance security operations, improve response capabilities, and to meet compliance requirements.
- Works with various government departments in deploying best security practices as results of planned cybersecurity assessments on systems and data.

Required Experience
Required Qualifications
- Bachelor's degree or higher in related field or equivalent experience
- Minimum of 10 years of related experience
- Experience managing large complex government IT programs, preferably within DOJ or federal law enforcement environment
- Demonstrated experience managing multi-million-dollar budgets and multiple call orders or task orders
- Strong knowledge of NIST RMF, cybersecurity operations, risk management, and compliance frameworks
- Proven leadership experience managing multidisciplinary teams and subordinate program or project managers
- Must currently hold an active Top Secret (TS) clearance. Clearance must be recent (issued or revalidated within the past five years) and meet requirements for SCI eligibility.
Preferred Qualifications
- Prior experience supporting FBI ISaaS, ITSSS-2, or similar DOJ enterprise IT programs
- PMP or equivalent program management certification
- CISSP, CISM, or other cybersecurity-related certifications
- Experience operating in highly regulated, mission-critical environments
