Naval Aviation Requirements Officer
TQI Solutions is seeking an experienced Naval Aviation Requirements Officer to support Commander, Naval Air Forces (CNAP). This role focuses on translating operational and aviation readiness needs into validated, fundable requirements supporting naval aviation basing, infrastructure, and readiness initiatives.
We are currently seeking a Naval Aviation Requirements Officer who is ready to join our team. This position is in located in San Diego, CA.
What You'll Do
• Act as a Requirements Officer, developing and validating infrastructure and capability requirements tied to aviation readiness.
• Analyze and support strategic basing decisions for naval aviation aircraft and aircraft carriers, including current and future force laydowns.
• Collect, validate, and prioritize MILCON, FSRM, and special project requirements for CNAP leadership consideration.
• Assess facility and infrastructure readiness risks impacting aviation operations and recommend mitigation strategies.
• Support NEPA and AICUZ efforts by reviewing operational data and ensuring alignment with approved aviation plans.
• Track and analyze infrastructure and environmental issues raised during readiness reviews and stakeholder engagements.
• Advise on CNIC Air Operations Program funding, facilities evaluation criteria, and infrastructure resourcing within PPBE constraints.
• Prepare clear, concise briefings and decision-support products for senior and Flag-level leaders.
• Support validation of execution-year Operations & Maintenance (Navy) funding requirements.
This is an onsite full-time, salaried, exempt position.
Qualifications
• Bachelor's degree in business, finance, engineering, science, mathematics, or related field (Master's preferred).
• 10+ years of experience supporting studies, analysis, or enterprise-level planning efforts.
• Experience serving as a Requirements Officer or in a requirements-driven role supporting operational, infrastructure, or capability development.
• Strong knowledge of naval aviation basing for aircraft and aircraft carriers.
• Familiarity with CNIC processes, facilities funding, and DoN evaluation criteria.
• Experience briefing senior government leadership.
• Direct Naval Aviation experience within the last five (5) years.
• Staff Officer experience preferred.
Desired Skills
• Experience with JCIDS, the Defense Acquisition System, and PPBE.
• Experience supporting or delivering Requirements Officer training.
The incumbent of this position will be subject to a background investigation and will be required to maintain a Government granted security clearance.
