SPA has an immediate need for an exceptionally qualified Senior Program Analyst to support critical defense initiatives within the Program Executive Office (PEO) AVIATION Office of the Chief Scientist (OCS) secure environment. This senior-level position combines sophisticated budget analysis responsibilities with comprehensive program analyst duties, requiring an individual with extensive defense contracting experience and the highest level of security clearance. The successful candidate will serve as a key financial and programmatic advisor, providing strategic oversight of multi-million-dollar defense programs while ensuring compliance with stringent security requirements. This role demands exceptional analytical capabilities, deep understanding of defense acquisition processes, and the ability to operate effectively within highly classified environments where precision, discretion, and technical expertise are paramount.

The position requires seamless integration of budget forecasting, financial analysis, and program management functions across complex aviation defense systems. The analyst will be responsible for developing and maintaining sophisticated financial models, conducting comprehensive program assessments, and providing critical decision-support analysis to senior leadership. This role operates at the intersection of financial stewardship and program execution, requiring both quantitative rigor and strategic thinking to support mission-critical aviation programs that directly impact national security objectives.
This senior-level position encompasses comprehensive budget analysis and planning responsibilities including development of multi-year financial forecasts, variance analysis, cost-benefit assessments, and resource allocation optimization across complex aviation defense programs. The analyst will prepare detailed budget submissions, conduct thorough financial risk assessments, and provide strategic recommendations for program funding decisions. Program analyst duties include performance monitoring, milestone tracking, schedule analysis, and comprehensive program health assessments to ensure successful execution of critical defense initiatives.

Qualifications
Required qualifications:
- Minimum of 15+ years in defense contracting with 10+ years in program analysis, demonstrating progressive responsibility and expertise in defense financial management
- Candidates must possess Top Secret/SCI clearance with the ability to access and analyze highly sensitive program information
- Essential competencies include advanced proficiency in financial modeling and analysis tools, comprehensive understanding of Defense Acquisition System processes, experience with various classification level protocols, and demonstrated ability to communicate complex financial and programmatic concepts to senior stakeholders
- Strong analytical skills, attention to detail, and the ability to work independently in a fast-paced, security-conscious environment are essential for success in this critical role
Preferred qualifications:
- Proven experience managing large-scale defense budgets, conducting program reviews, and supporting acquisition milestone decisions within the aviation domain
