Naval Base Ventura County, CA (On-Site/Office)

Role Overview
We are seeking a Senior Electronic Warfare Engineer to provide technical leadership and hands-on execution in support of the Navy’s program at Naval Base Ventura County, Point Mugu. This role is ideal for a seasoned EW professional with deep experience in RF systems, EW integration and test, and Navy range operations, who can lead complex technical efforts while working closely with government engineers, operators, and program leadership.
The Senior EW Engineer is expected to operate with minimal oversight, guide technical direction, mentor junior engineers, and represent the contractor team as a subject matter expert (SME) to Navy stakeholders.

Key Responsibilities
Technical Leadership & Systems Engineering

Serve as a technical lead or senior contributor for EW subsystems, providing architectural guidance and design trade studies across ESM, EA/EP, RF, and signal processing domains.
Translate Navy capability needs and operational concepts into system-level and subsystem-level requirements, interface definitions, and verification strategies.
Lead development and maintenance of specifications, ICDs, system architectures, and technical baselines.

Integration, Test & Range Operations

Plan, lead, and execute lab, HWIL, and live range test events at Point Mugu and other Navy ranges.
Develop test strategies, procedures, success criteria, and data collection plans; ensure traceability to requirements.
Troubleshoot complex EW/RF integration issues involving hardware, firmware, software, and external interfaces.
Coordinate directly with range control, instrumentation, safety, and spectrum management personnel.

Signal Analysis & Mission Data Expertise

Perform advanced analysis of radar and communications signals, threat characteristics, and EW system performance.
Support mission data file (MDF) / threat library development, validation, and reprogramming activities.
Process and interpret large datasets (IQ, PDWs, telemetry) using MATLAB, Python, or equivalent tools and present results to technical and non-technical audiences.

Modeling, Simulation & Performance Assessment

Develop and evaluate models and simulations for EW effectiveness, RF propagation, and sensor/effector performance.
Use modeling and analysis results to inform design decisions, risk assessments, and test planning.

Program & Stakeholder Engagement

Act as a primary technical interface with Navy engineers, program offices, and operators for assigned efforts.
Support design reviews (SRR, SFR, PDR, CDR), technical interchange meetings, and readiness reviews.
Author and review technical reports, test reports, briefings, and white papers.
Mentor junior engineers and contribute to team technical growth and best practices.

Lifecycle, Cyber & Compliance

Support sustainment activities including upgrades, obsolescence mitigation, configuration management, and cyber/RMF compliance.
Ensure EW solutions are developed with safety, security, and airworthiness considerations appropriate to Navy systems.

Required Qualifications

Bachelor’s degree in Electrical Engineering, Computer Engineering, Systems Engineering, Physics, or related STEM field.
8+ years of progressive experience in Electronic Warfare, RF systems, radar/communications, or signal processing (or 12+ years without a degree).
Demonstrated experience leading or owning EW integration and test efforts in lab and/or operational range environments.
Strong proficiency with MATLAB and/or Python for signal analysis and test automation.
Deep understanding of EW principles including ESM/ELINT, EA/EP, DRFM techniques, emitter characterization, and RF phenomenology.
Experience working on DoD/Navy programs, ideally in a test and evaluation or operational support environment.
Active Secret clearance with the ability to obtain and maintain a higher clearance.
U.S. citizenship.

Highly Desired Qualifications

Master’s degree in a relevant technical discipline.
Direct experience supporting EWDS, NAWCWD, or Point Mugu range operations.
Background in mission data reprogramming, threat parametrics, and EW library management.
Experience with HWIL, anechoic chambers, open systems architectures (CMOSS/SOSA/MORA), and embedded EW systems.
Familiarity with MBSE tools, DOORS/Jama, and formal verification methodologies.
Strong technical leadership, mentoring, and customer-facing communication skills.

What Sets This Role Apart

High technical autonomy and visibility with the Navy customer.
Direct impact on fleet-relevant EW capabilities.
Opportunity to shape system design, test strategy, and long-term technical direction.
