Description

JOB DESCRIPTION: Provides military operations expertise to projects such as military training, military planning, tactical/operational warfare analysis and documentation support, military budgeting, military systems design and testing, military systems integration, or other similar efforts that require a thorough understanding of military force structure, operations, systems, capabilities, limitations, and employment. May provide support directly to military units as a subject matter expert. May develop and provide academic instruction, field training, or experiential training to include war games and survival training. Researches, identifies, and makes recommendations about military resources required for task execution and completion. Gathers, processes, and analyzes military SAIC is seeking an experienced Army Military Operations Liaison located in Hawaii to provide program support of the Pacific Multi-Domain Training and Experimentation Capability (PMTEC) program between the United States Indo-Pacific Command (USINDOPACOM) J7 and the United States Army Pacific (USARPAC).

JOB DESCRIPTION:
  • Joint Exercise Integration: Coordinate Army capabilities-such as Joint Fires, Multi-Domain Operations (MDO) capabilities, systems, equipment, networks, and Live/Virtual/Constructive (LVC) into Joint exercises across USINDOPACOM. Facilitate Joint Event Life Cycle (JELC) Combined Joint All-Domain Operations (CJADO) Working Groups and Field Training Exercise (FTX) events to ensure seamless integration and execution. Understand USARPAC priorities within the INDOPACOM AOR and provide recommendations on how to better synchronize them within USINDOPACOM Joint Exercises.
  • Inter-Service Coordination: Liaise across USINDOPACOM Staff and Service components, synchronizing efforts with exercise planners and training coordinators from the Army, Navy, Air Force, Marine Corps, Space Force, and Special Operations Forces (SOF). Foster collaboration between Army, Joint and Combined forces to achieve integrated training objectives. Deliver clear and concise briefings, reports, and updates on Army and Joint exercise contributions to senior leaders and Department of War (DoW) stakeholders.
  • Program Support: Monitor Operations, Activities, and Investments (OAIs) in support of the USAINDOPACOM PMTEC Campaign Plan. Support the development of tactical and operational concepts, requirements, and architectural designs that support PMTEC. Ensure PMTEC equities are represented across all phases of the JELC in support of the PMTEC Campaign Plan.
  • Capability Development: Identify opportunities where USARPAC investments can support the Joint Force, multi-domain operations, and integrate into USINDOPACOM Joint Exercises. Focus on interoperability and mission effectiveness, ensuring Army capabilities are integrated into CJADO. and operational data in support of military planning and operations. SCOPE: N/A LEADERSHIP AND MANAGEMENT: N/A KNOWLEDGE AND ABILITY: Contributes to the development of new concepts, techniques, and standards. Considered expert in field within the organization. PROBLEM COMPLEXITY: Develops solutions to complex problems, which require the regular use of ingenuity and innovation. Ensures solutions are consistent with organization objectives. FREEDOM TO ACT: Work is performed without appreciable direction. Exercises considerable latitude in determining objectives and approaches to assignment. IMPACT: Effects of decisions are long lasting and heavily influence the future course of the organization. Errors in judgment or failure to achieve results would result in the expenditure of large amounts of company resources. LIAISON: Represents the organization as the prime technical contact on contracts and projects. Interacts with senior external personnel on significant technical matters often requiring coordination between organizations.

Qualifications

REQUIRED EDUCATION AND EXPERIENCE:
  • Bachelors and ten (10)+ years of relevant experience; an additional four (4) years of experience accepted in lieu of degree.
  • Military Operations: Experience with US military operations at the tactical level; Experience with Multi-domain operations is preferred; Long Range Fires, Integrated Air and Missile Defense or Operational level experience is a bonus. Broad knowledge of Army and Joint Military doctrine, and organization. Understanding of Joint Fires and Targeting Concepts and related Joint and Service Doctrine.
  • DoD (uniform, civilian or contractor) Background: Army Senior Non-Commissioned Officer, Mid-level Warrant Officer, or Mid-level Commissioned Officer experience.
  • Regional Experience: Experience within the INDOPACOM Area of Operations and Joint Exercises; Command Post Exercises (CPX), Field Training Exercises (FTX), Command and Control Exercises (C2X), and Mission Rehearsal Exercises (MRX).
  • Technical skills: Proficient with SharePoint Online, Office 365, collaboration features, and document management.
  • Communication Skills: Strong leadership and interpersonal communication skills.
  • Work Ethic: Demonstrated ability to prioritize workload and work independently.

REQUIRED TRAVEL:
  • Approximately 20% travel is expected.
  • Travel may include domestic and international locations within the INDOPACOM Area of Responsibility (AOR).
  • Passport required.

REQUIRED CLEARANCE:
  • Must have an active Secret clearance with the ability to obtain a TS/SCI.
  • Must be a current US Citizen.

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
