Description

SAIC is seeking a Communications Network Subject Matter Expert (SME) to serve as the organization's authority on Communications Network (CN), Mission Management Environment (MME), and Secure Enclave Management Environment (SEME) systems. This strategic technical role provides expert knowledge, guidance, and support to ensure these critical environments are seamlessly integrated, effectively managed, and fully optimized for mission-critical operations. The SME works closely with IT operations, security, and intelligence teams to design, implement, and maintain resilient, secure, and high-performing communications environments that align with organizational objectives. This role also requires strong communication skills to liaise with diverse technical and non-technical stakeholders. This position is in support of the INDOPACOM J5.

Key Responsibilities
  • System Design & Architecture: Lead the design and implementation of robust, scalable CN, MME, and SEME architectures to meet current and future operational requirements.
  • Expert Guidance & Protocol Development: Develop and document secure communication protocols and policies; provide expert input on best practices for integrating and managing secure and mission-oriented network environments.
  • Integration & Optimization: Collaborate with IT and intelligence personnel to integrate CN, MME, and SEME into the broader IT ecosystem, ensuring seamless data flow, interoperability, and system optimization.
  • Technical Oversight & Troubleshooting: Offer expert-level troubleshooting and root cause analysis for complex network, mission management, or secure enclave system incidents.
  • Security & Compliance: Ensure all CN, MME, and SEME operations comply with cybersecurity requirements and best practices. Drive vulnerability assessments, threat modeling, and the implementation of safeguards.
  • Strategic Planning: Contribute to the planning and development of technology roadmaps and operational strategies for critical communications systems, aligning technology investments with organizational goals.
  • Stakeholder Engagement & Training: Serve as a communications bridge between technical experts and non-technical stakeholders, clearly articulating complex issues and solutions. Develop and deliver training and guidance to teams on system capabilities, usage standards, and emerging technologies.

Examples of Role in Action:
  • Leading the architecture and integration of a new secure enclave to facilitate protected information sharing across organizational partners.
  • Developing an incident response protocol for a mission management system to ensure rapid restoration of critical capabilities after a cyber event.
  • Advising executive leadership and cross-functional teams on the deployment of advanced network encryption techniques to safeguard sensitive communications.

Qualifications
  • Bachelor's degree in Computer Science, Information Technology, Electrical Engineering, or a related discipline (or equivalent experience) AND 18+ years of related experience; OR Master's Degree AND 16+ years of related experience.
  • Extensive, recent experience (typically 5+ years) working in communications network engineering, secure enclave management, or mission management systems at an enterprise scale.
  • Proven expertise in the design, integration, and management of complex, secure network infrastructures (including CN, MME, SEME, or closely related systems).
  • Deep knowledge of networking protocols, secure communications standards (e.g., TLS, IPSec), and enterprise-grade cybersecurity principles.
  • Demonstrated capability in developing technical policies, procedures, and documentation for secure system operations.
  • Strong analytical, troubleshooting, and incident management skills.
  • Exceptional verbal and written communication skills, including the ability to translate technical material for a variety of stakeholders and lead cross-functional discussions.

Preferred Qualifications
  • Advanced degree in a technical field or specialized certifications (e.g., CISSP, CCNP Security, Certified Information Systems Auditor, GIAC Security Leadership Certification).
  • Prior experience supporting mission-critical communications environments within defense, intelligence, critical infrastructure, or government settings.
  • Familiarity with systems integration in classified or highly regulated environments, including secure enclave or mission management technologies.
  • Experience with strategic planning, technology roadmapping, or serving in advisory capacities on large-scale IT or network projects.
  • Training or mentoring experience, especially in highly technical or regulated domains.

Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
