Role Overview
The Acquisition Program Management Analyst (Journeyman) serves as a principal acquisition strategist for a high-visibility defense portfolio at Aberdeen Proving Ground. This role exercises comprehensive oversight of the entire acquisition lifecycle-from concept initiation to sustainment-ensuring all programs within the PM TN portfolio meet aggressive milestones and statutory requirements.

Key Responsibilities
- Acquisition Strategy & Compliance: Architect and execute innovative acquisition strategies tailored to balance cost, schedule, performance, and risk. Ensure all documentation complies with DoDI 5000 series regulations, Army Regulation (AR), and DA Pamphlets.
- Documentation & Staffing: Spearhead the development, drafting, and defense of critical acquisition artifacts. Act as the key liaison for coordinating and staffing documents for signature, streamlining the approval process to meet Milestone Decision Review (MDR) deadlines.
- Requirements Management: Review and steer critical requirements documentation (ICD, CDD, CPD) through the JCIDS process. Support Directed Requirements and Capability Needs Statements for urgent warfighter needs.
- Baseline Oversight: Orchestrate the development of the Acquisition Program Baseline (APB). Meticulously track, monitor, and report on program execution against the baseline, providing leadership with actionable intelligence and variance reports.
- Financial & Resource Planning: Advise on Planning, Programming, Budgeting, and Execution (PPBE) activities. Develop strategies to defend budget submissions and ensure optimal resource allocation.
- Risk & Lifecycle Management: Deliver expert analysis on program execution, identifying potential risks and formulating mitigation strategies to ensure seamless progression through the acquisition lifecycle.
- Collaborative Leadership: Actively engage in Integrated Product Teams (IPTs), fostering collaboration among engineering, finance, contracting, and logistics experts. Provide expert advice to Assistant Program Managers to resolve complex programmatic challenges.
Experience & Qualifications
- Mandatory Experience: A minimum of two (2) years of experience preparing and reviewing acquisition documentation in support of DoD milestone reviews.
- Specific Requirement: To be considered, experience must be within a DoD Program Executive Office (PEO), Project Manager (O6 PM), or Product Manager (O5 PdM) organization.
- Education:
- Bachelor's Degree in Business, Economics, or a related field is preferred.
- Substitution: Four (4) additional years of related experience may substitute for a bachelor's degree.
- Technical Skills:
- Proven track record of preparing and staffing APBs.
- Direct experience supporting the development of ICDs, CDDs, and CPDs.
- Proficiency in tracking and reporting the status of multiple programs simultaneously.
- Certifications: None required.

- Strong organizational and time-management skills to handle high-visibility portfolios.
- Expertise in identifying program execution trends and formulating mitigation plans.
