Duties
Help
  • Perform technical and analytical work related to the development and improvement of telecommunications equipment, services, and procedures by analyzing traffic loads and quality of service.
  • Evaluate operating efficiency to determine the capabilities required to provide required services.
  • Determine most effective equipment and circuit configuration for networks and systems.
  • Develop improved communications methods and procedures for the medical center command and tenant activities.
  • Work w/digital and alpha numeric pagers, cellular phones, radios, antennas, Video Teleconferencing equipment, audio visual equipment, outside and inside cable plant, voice conference bridge, voice mail system and telephone system(s) and televisions.
  • Standardize purchasing practices, ensure compliance with federal and department regulations, and directly influence budget planning, vendor relationships, and operational effectiveness across the entire department.
  • Monitor, operate, and support video teleconferencing and audio-visual equipment throughout the compound and within the healthcare center to ensure continuous functionality and support mission requirements.
  • Provide technical information and make recommendations to the Telecommunications Manager on matters pertaining to communications systems.
  • Make budget recommendations, planned service changes, planned future enhancements.
  • Train on communications equipment (digital and alpha numeric pagers, cellular phones, Video Teleconferencing equipment, audio visual equipment, outside and inside cable plant, voice conference bridge, voice mail system and telephone system(s)).
  • Create and submit various monthly reports.
  • Perform technical analysis and identifies design requirements for modification and installation of telecommunication systems/equipment and facilities/services.
  • Serve as the Contracting Officer Representative (COR) for contracts for telecommunications equipment and facilities and is responsible for work performed by the contractor.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • This position requires the incumbent to have Tuberculosis testing.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Temporary Duty (TDY) outside of the commuting area may be required: 5%

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes, 1) Monitoring, repairing, and/or installing telecommunication systems; 2) Advising clients on the maintenance and repair of telecommunication systems, AND 3) Using diagrams and schematics to determine precise cable routing and equipment placement for installation and construction.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Electrical engineering, Mathematics, Information System Management,.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
