Duties

  • Serves as a senior specialist and focal point for the Wing's IT operating systems.
  • Develops and recommends technical solutions prior to acquisition efforts.
  • Evaluates new, large systems engineering technology and its effects on a complex operating environment.

  • Employee may be required to work other than normal duty hours, may include evenings, weekends, and holidays.
  • Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
  • Recall to duty may be a requirement of this position, overtime and emergency overtime may be required.
  • Incumbent must be able to obtain and maintain a Top Secret clearance with access to SCI (Special Compartmented Information) and Special Access Programs (SAP).
  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
  • Per DoD 8570.01-M and AFMAN 33-285, the incumbent of this position must achieve Level II IAT certification within six months of assignment of these duties.
  • A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
  • Employee may be required to take a random counter-intelligence polygraph and submit to background checks as a condition of employment and/or continued access to SAPs.
  • Position is designated as Critical Sensitive, incumbent will be subject to random drug testing.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A).

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes: experience in operating systems software, life-cycle management, IT infrastructure and security, systems testing, evaluation methods, and troubleshooting procedures; experience in installing, configuring, testing, and implementing vendor-supplied system modifications, as well as developing and assessing test data to validate changes and migrate them into production; proficient in monitoring system performance and collaborating with application developers to assess the impact of operating environment changes on end-user applications; experienced in performance and acquisition management practices to effectively plan and coordinate system installations, upgrades, and ongoing maintenance.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of operating systems software principles, practices, and methods; life cycle management techniques; and IT infrastructure within an operating environment, new and emerging information technologies, and security methods and principles. A comprehensive knowledge and skill in the application of National, DoD, AF, and Special Access program information technology and security requirements.
2. Knowledge of the functionality and operability of the current operating environment sufficient to determine requirements and integrate them with overall design and characteristics of operating systems hardware and software programs and to act as a quality assurance evaluator.
3. Knowledge of IT principles, practices, system analysis concepts and methods to install, configure, test, and implement modifications and to interface hardware and software programs with operating systems.
4. Knowledge of performance management and measurement methods to monitor systems performance data and make application systems tuning adjustments to optimize performance and correct and prevent problems.
5. Ability to analyze and develop modifications to parts of a system that require significant revisions in the logic or techniques used in the original development.
6. Ability to communicate effectively, both orally and in writing, to coordinate technical support of applications.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
