Epsilon Systems Solutions, Inc. is seeking a full-time Type Desk Assistant III in Norfolk, VA.

Job Summary: The Type Desk Assistant (TDA) shall provide analysis and coordination support for Surface Force Type Desk Officer (TDO) oversight and management of planning and execution of the Ship Class Maintenance Availability program.

Duties and Responsibilities:
  • Monitor and report CMAV and CNO Availability maintenance planning and execution in accordance with the Joint Fleet Maintenance Manual (JFMM) and CNSL directives and guidance.
  • Coordinate with the Program Office, Maintenance Team, Modernization managers, AWPM, Port Engineers and SURFMEPP to analyze if Availability duration is sufficient to accomplish all assigned work. Report results of analysis to TDO.
  • Analyze maintenance requirements and mandatory technical requirements (MTR) in comparison to the available budget, availability, and operational schedules. Provide prioritization recommendations for accomplishing these requirements to TDO.
  • Determine if all required maintenance and modernization is identified and screened to the proper availability. Report results of analysis to TDO.
  • Review with the PE and AWPM to determine if all projected repair and modernization work items are properly funded. Report results of review.
  • Coordinate with other TDAs, TDOs, TDMs, PEs, Modernization Managers, AWPMs, and PMs to analyze, identify, and report financial trends, funding needs, deferrals, risks, and concerns. Develop reporting products as required.
  • Develop recommendations to defer or descope work items that do not impact the ship's mission and capture the associated maintenance backlog for inclusion in future year funding plans.
  • Analyze Business Case Analysis (BCAs) requests for items that are not in the work package or funding plan but, are operational requirements and provide recommendations for adjudication.
  • Coordinate funding requests between the Maintenance Team, Program Offices, NAVSEA supporting Commands, and N43 financial analysts. Verify funding requests are accurate and complete. Report status to TDOs.
  • Analyze designated ship's maintenance and modernization related funding requirements for budget alignment and report results.
  • Analyze designated growth/new work requirements for maintenance and/or modernization work for budget alignment and report results. Develop growth and new work decisional documents for CNSL management approval.
  • Analyze designated Ship Sheets associated with long-range planning for budget alignment and report results. Coordinate with the N43 Modernization program to review of Letters of Authorizations (LOAs) for planned or requested fleet alterations in support of CNO availabilities and provide recommendations for approval or disapproval.
  • Review work packages in development for inclusion of all pertinent work, applicable modernization, alterations, and critical repairs to ensure the ship will exit the maintenance phase without operational limitations. Report results of review to TDO.
  • Track, monitor, and report work package and repair progress for Availabilities in execution for the TDO, TDM, N43A and N43 ACOS as required.
  • During Maintenance Availabilities communicate/ coordinate as required with the Maintenance Teams and Port Engineers to monitor and report current status of Availability growth and new work.
  • Analyze availability Situation Reports (SITREPS), Naval Support Activity (NSA), and depot-level activity progress and availability status report to identify and isolate special causes adversely impacting schedule, cost, and quality of depot maintenance availabilities.
  • Represent CNSL at various meetings associated with Maintenance Availability planning and execution. Coordinate with key stakeholders to develop and recommend mitigation strategies for identified Maintenance Availability planning and execution obstacles and impacts.
  • Review Maintenance Availability related message traffic for applicability to ongoing planning and execution. Generate related draft outgoing naval message traffic as needed.
  • Actively participate as CNSL N43 representative in Fleet-wide planning conferences, teleconferences, and working groups as appropriate to ensure effective, efficient long-range class maintenance planning, and funding (POM, Mid-life, etc.).
  • Develop and maintain metrics to routinely provide CNSL management an executive level summary of ship progress towards targeted fleet requirements and milestones.
  • Monitor and analyze ship depot availability advance planning policy and process, identify policy and process problems, and propose solutions. Coordinate with other N43 programs and process managers (e.g., assessment, ship alteration) to discuss and compare with current maintenance policies to develop recommendations for change.
  • Coordinate with appropriate class advocate to identify potential financial shortfalls impacting future Fleet capability requirements. Analyze and provide recommended mitigations to financial controls to TDO and TDM.
  • Provide on-site subject matter expert response to in-person, telephone or e-mail inquiries or concerns regarding the oversight and management of ship class repair and modernization program during normal office hours if not already engaged in out of office ship class repair and modernization program matters.
  • Required Qualifications:
  • Ten (10) years' experience as military, civil service or contactor (E-7 or GS-12 equivalent or higher) with shipboard engineering and maintenance experience.
  • Five (5) years experience with specific knowledge of ship design, operation, maintenance, troubleshooting and testing of general shipboard HM&E systems and related equipment.
  • Five (5) years experience within last five (5) years of ship maintenance availability planning and execution of industrial work and repair functions supporting USN surface ship operation and/or maintenance.
  • Familiarity with US Navy, to include System and Type Commanders, Regional Maintenance Centers, Naval Warfare Centers.
  • High school diploma or equivalent
  • Proficient in use of Microsoft Office applications and other project management tools and software.

  • Due to government contract requirements, applicants must be U.S. citizen
Preferred Qualifications:
  • Active Duty and Government Service US Navy experience in NAVSEA/Regional Maintenance Center/Shipyard domains is a plus.
ADA Notations:
  • Frequently required to sit for long periods of time, stand, walk and may occasionally lift and move 25 pounds.
  • Ability to travel by car, air or other means of transportation.
  • Ability to climb aboard ships and military vessels, if required.
  • Typical office environment.
