DESCRIPTION:
Deputy Chief of Staff Capability Development (DCOS CAPDEV) acts as the Supreme Allied Commander Transformation's Director for guidance, direction and co-ordination of the activities and resources of the Capability Development Directorate. CAPDEV is responsible to:
• Identify and prioritize Alliance capability development from short to long term, ensuring coherence between all capabilities within the CAPDEV portfolio.
• Lead the determination of required capabilities and prioritization of shortfalls to inform the delivery of materiel and non-materiel solutions across the Doctrine, Organization, Training, Material, and Leadership, Personnel, Facilities and Interoperability (DOTMLPFI) lines of effort to enable a holistic approach to capability development, ensuring improved interoperability, deployability and sustainability of Alliance Forces.
The future Capability Development Directorate will include enduring functionality to effectively plan and manage coherent through life capability development, aligned to NATO’s strategic intent and priorities. The CAPDEV Strategic Planning Cell (SPC) is responsible to DCOS for Strategic Capability Development Planning, and informing business change that will improve CAPDEV business functions.
As part of ongoing organizational functional reviews, CAPDEV is in the process of implementing measures for improved capability development planning and management, including the way it collects, manages, analyses and reports on capability development and delivery information, both legacy and current.
DUTIES/ROLE:
• A senior, experienced Portfolio Risk Manager to work as part of an existing business change team, informing the establishment of a portfolio, capability and program risk management function(s) within CAPDEV’s operating environment. Supports the implementation of an enduring, effective and efficient capability development and delivery planning and management business function.
• Develop a business process and reporting methodology to enable mature organizational portfolio and capability (baseline) risk management, including the incorporation of escalated programmatic risks.
• Provide expertise in: portfolio and program risk maturity, organizational risk maturity, and Enterprise risk maturity. Where “risk maturity” covers: risk. Identification, risk assessment, risk communication, and risk management.
• Develop presentation / briefing material for senior leadership on portfolio and capability (baseline) risk management maturity.
• Develop a risk management proposal, with consideration of organizational roles and responsibilities, communication methods, and gaps in processes and guidance. Ready for circulation at working-level cross-organizational coordination meetings.
• Develop a risk assessment and management proposal roadmap for the organization’s capability development portfolio, including analysis and reporting methodologies, and clarification on stakeholder roles and responsibilities. The roadmap will set a proposed end-state for effective portfolio risk assessment and management, with actions and milestones to reach that end-state.
• Inform and support implementation of risk management tools, direction and guidance, in line with the approved roadmap.
• Perform additional tasks as required by the COTR related to the labor category.
Essential Qualifications/Experience:
• A Master’s Degree in a relevant engineering, management, information systems, accounting, economics, finance, business administration, public administration, operations research, program and project management or related discipline.
• 5+ years of experience working in a professional environment, directly supporting portfolio risk management.
• 5+ years of demonstrated experience in the development and implementation of organizational portfolio risk management frameworks, and related process improvement methodologies to support business change.
• 5+ years of demonstrated experience in developing organizational portfolio risk management process documentation.
• Certified Risk Management Professional (CRMP), Enterprise Risk Management Certified Professional (ERMCP), Professional Risk Manager (PRM) or direct equivalent.
