Duties

  • Serves as the recognized technical authority and advisor to AFGSC senior leaders, staff, Numbered Air Forces and installations on CPI. Plans, directs, integrates, and executes all aspects of the AFGSC's CPI program within cost, schedule, performance, and/or system supportability requirements.
  • Performs as facilitator directing, coordinating, and overseeing several complex, complicated, and varied projects/study work. Responsible for leading complex projects.
  • Serves as a coach, mentor and instructor of CPI methods/tools for AFGSC Green Belt (GB) and Black Belt (BB) trainees. Continuously assesses AFGSC's CPI training requirements and makes recommendations to SAF/MGM on Air Force approved curriculum.
  • Performs management and advisory services, representing AFGSC at higher levels within the Air Force and DoD or with outside agencies and industry. Serves as a Black Belt advisor/consultant.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicles to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays
  • Certification in Project Management is highly desired
Qualifications

IIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs; including management, planning, and measurement concepts, principles, practice, and methodologies currently in use by DoD and private industry. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Expert knowledge of pertinent laws, regulations, policies, precedents, budget and mission priorities, and related support resources which affect the command programs and functions under study.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations.

2. Knowledge of methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.

3. Knowledge of Air Force and Command organizational structures, missions, policies, and goals. Ability to communicate effectively both orally and in writing sufficient to represent executive leadership and to integrate and coordinate multiple related missions, functions, subjects, issues, and situations across the command to present and recommend solutions in a logical, cohesive format.

4. Knowledge of effective training principles, techniques, and tools required to instruct, evaluate, and improve training/course content.

5. Knowledge of process improvement techniques such as, but not limited to, Lean, Six Sigma, Theory of Constraints, Business Process Reengineering, metric/statistical analysis, and process flow charting.

6. Skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to CPI sufficient to gather, assemble, analyze facts, identify changes and trends, draw conclusions, and devise feasible and innovative solutions to management problems.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL CONDITIONS OF EMPLOYMENT:
  • Green Belt certification is required as minimum qualification upon employment with a Black Belt as highly desired. Training as a CPI/LSS Black Belt with experience as a Black Belt and/or Green Belt trainer/mentor/coach is desired and required to be obtained within one year of encumbering this position. Certification as a Black Belt is required to be pursued if not already attained.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety.
