Duties

A. TECHNICAL OVERSIGHT
  • Provides technical guidance and administrative oversight over professional, technical, skilled and unskilled employees utilizing direct and/or indirect supervision of subordinate supervisors and employees.
  • Ensures adequate staffing, effective training and appropriate supervision is maintained in compliance with established personnel administration.
  • Assigns work, priorities, selects and recommends applicants for hire, evaluates performance, recommends pay adjustments/awards, provides or recommends training, approves and/or disapproves leave requests, initiates corrective actions, and recommends formal corrective/disciplinary actions as warranted.
  • Analyzes manpower problems including making recommendations for reduction or increasing staff levels based on studies.
  • Fully supports equal employment opportunity initiatives to ensure employees are respected, valued and free from harassment.
  • Creates, shapes, and maintains a positive work environment through policy, communication, training, education, enforcement and assessment.
  • Assumes the duties of the manager within the department in his or her absence.
  • Approving official for Government Purchase Card (GPC) transactions.
  • Department representative to professional and private organizations, command interest groups.
  • Assists managers in the development and completion of business plans, financial reports, presentations, correspondences, grants and data calls.
  • Ensures compliance with all regulatory guidance for the use of appropriated and non-appropriated funds.
  • Ensures compliance with maintenance, security and safety of records, reports, files and information relating to MWR and CYP to ensure assets and interests are protected.
  • Ensures facilities are well-maintained, appeal to the needs of the clientele and operate in a cost- effective manner..
B. ADMINISTRATION
  • Assists the MWR Director with management, control, development, coordination and execution of assigned programs.
  • Serves as the principal advisor and authority on matters impacting MWR programs.
  • Works with managers and the MWR Director on policies pertaining to operations of MWR activities.
  • Ensures the overall achievement of equitable, fair, cost efficient and effective approaches to operating MWR activities and programs.
  • Integrates plans into non-appropriated fund annual budgets.
  • Plans and submits division financial (appropriated and non-appropriated funds) budgets to the MWR Director for approval and operates within those parameters.
  • Formulates and monitors application of policies for administration and management of MWR facilities and services.
  • Plans, organizes, develops and implement department internal control systems for cash and merchandise.
  • Works with the MWR Director on changes and revisions to instructions and policy directives and provides interpretation of existing policies as necessary.
  • Assists managers in planning and forecasting operational requirements in addition to performance of all program delivery.
  • Documents deficiencies and operational problems and initiates corrective action and management strategies.
  • Reviews and analyzes programs continuously, conducts activity visits to ensure they maintain equitable and consistently high standards of performance and customer service for management and operation of the programs.
  • Strives to achieve program standards and accreditation status.
  • Identifies areas for potential improvements, efficient services and establishes objectives to achieve.
  • Collaborate with MWR Director to prepare long range plans to ensure supplies, equipment, funds and facilities are available to efficiently operate programs.
  • Collaborate with MWR Director on future requirements for additional equipment and facilities.
  • Executes studies to evaluate the adequacy of current equipment, facilities and services.
  • Assists in the development of standards and specifications for new or renovation construction projects.
  • Serves as the Contracting Officer's Representative in overseeing construction, renovation and alteration projects to ensure completion in compliance with contracts or project milestones.
  • Ensures compliance with comprehensive fire, safety, sanitation, security, environmental and occupational health programs.
  • Keeps the MWR Director fully informed of accomplishments, deficiencies and status of on-going programs and projects assigned.
  • Prepares/reviews correspondence for approval by the MWR Director to include standard operating procedures, command instructions, routing of documents and responses to inquiries.
  • Analyzes budget execution to ensure maximum benefit is received from financial resources.
  • Analyzes financial data, reviews budgets, and submits reports and recommendations.
  • Assumes the duties of the MWR Director in his or her absence.

Conditions of employment

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.

  • A valid State driver's license is required to operate motor vehicles.

  • Hours of work will vary based on the needs of the program. Work schedules will include early morning or late shifts, weekends and holidays.

Qualifications

One year of specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.

Specialized experience must demonstrate the following:

Incumbent must have, as a minimum, a Bachelor's Degree in Recreation or related field, Business Administration, Hospitality Management or have equivalent work experience.

Position requires an extensive knowledge of the goals, principles and techniques of recreation program delivery.

The incumbent must have a good understanding of interest and motivations of individuals and groups as related to leisure time recreational and entertainment activities. Well-developed planning and evaluation skills are required to develop and promote programs that will stimulate and sustain the interest of participants.

Must possess extensive executive experience in a supervisory capacity in a large recreational organization and requires an "in-depth" and intimate knowledge of all phases of the program.

Must be knowledgeable with current instructions, directives, manuals and regulations, both local and from higher authority that govern the program. A sound knowledge of NAF personnel procedures is required.

Must possess a thorough knowledge of NAF recreation and financial management, including budget, cost and profitability analysis and internal controls, purchasing and cash flow management.

Non-Appropriated Funds (NAF) experience is required to include budgeting, financial management, programming.

Current or prior NAF Supervisory experience is required.
