Play a critical role in advancing small business innovation by supporting a high-visibility federal SBIR (Small Business Innovation Research) program that drives cutting-edge research and development. We are seeking a detail-oriented and professional Analyst II to provide comprehensive programmatic and analytical support to the SBIR program during a pivotal period as the program undergoes congressional reauthorization review. Working with program leadership, you will ensure the seamless execution of grant management activities, maintain program databases and records, support proposal evaluation processes, and contribute to the program's strategic planning efforts. This position requires exceptional attention to detail, strong organizational skills, and the ability to manage multiple priorities in a fast-paced, high-scrutiny environment where accuracy and compliance are paramount.

Work Schedule and Location:
Hybrid: This full-time hybrid position will work Monday through Friday, 8:00 AM - 5:00 PM, with 60% onsite at SSCM3, 1315 East West Highway, Silver Spring, Maryland 20910.
Responsibilities
• Assist in coordinating the SBIR proposal evaluation process (pre and post-award) and participate in program outreach such as attending and staffing booths at SBIR conferences or events
• Assist in the development of the annual SBIR federal funding opportunity grant announcement
• Process all current contract invoices and deliverables
• Provide support in completing all required and mandated reporting to Small Business Administration (SBA) or other entities as needed
• Assist with the strategic planning phase of upcoming projects and support the program manager in the execution of the management plan for assigned projects
• Help coordinate program aspects from inception to completion and carry out daily operational tasks in an effective and timely manner
• Maintain comprehensive spreadsheets and databases, including bookkeeping records and the ONM table tracking past grant winners
• Perform accurate and timely data entry into program management systems including eRA (electronic Research Administration) and other federal databases
• Organize, file, and maintain all current project documents and manage digital project databases
• Facilitate communications between office and field staff and track and directly report program status updates to program manager
• Help problem solve issues and suggest ways to improve the program
• Assist in ensuring compliance with necessary specifications and coordinate and execute daily administrative tasks
• Help create and adhere to program timeline and calendar
• Maintain positive vendor and client relationships

Qualifications
Required:
- The ability to obtain a public trust
- Education: Bachelor of Science or Bachelor of Arts degree from an accredited college or university in an analytic discipline or closely related field (e.g., statistics, economics, accounting, business administration, public policy, or related field). A demonstrated equivalent combination of education, training, and experience can be used to meet the minimum qualifications.
- Work Experience: A minimum of 4 years of full-time experience in an analytic discipline (e.g., economics, business processes, statistics, operations research, financial analysis, or other related technical fields)
- Exceptional attention to detail with a proven track record of maintaining accuracy in data-intensive environments
- Strong proficiency with Microsoft Excel, including experience with formulas, pivot tables, data validation, and spreadsheet management
- Demonstrated professionalism in all interactions, with the ability to represent the program effectively to internal and external stakeholders
- Excellent organizational skills with the ability to manage multiple priorities simultaneously
- Strong written and verbal communication skills
- Ability to work independently and as part of a team
- Commitment to maintaining confidentiality and handling sensitive information appropriately
Desired:
- Experience with federal grant management systems, particularly eRA (electronic Research Administration) or similar platforms
- Familiarity with SBIR/STTR programs or federal grant administration
