  • Works with technical/functional SMEs in broad-based analyses required to define and document the Command's inputs for long-range, strategic fiscal planning processes.
  • These authoritative inputs are provided in various forms, including executive briefings, Joint Mission Essential Task List (JMETL), strategic business plans, Program Objective Memorandum (POM), Congressional Justification Book (CJB).
  • These are not simply fiscal planning documents, but strategic planning submissions, which have in common their broad scope and the need to provide quantitative documentation that executive-level resource managers can use.
  • In support of these strategic plans' development, leads the team in planning and performs analytical studies of the scope and complexity noted above.
  • Provides expert support for the Commander and leadership team's efforts to lead DOD cyberspace program partners in devising long-range (i.e., five-to-10-year) strategic, priorities, and plans for the cyberspace program.
  • Collaborative program planning is particularly vital in the current fiscal environment, in which the DOD (like other U.S. Government agencies) must demonstrate that it is applying available resources to best effect.
  • As the functional authority for cyberspace fiscal analysis and planning, provides analytical expertise and leadership for the team's development of mathematical and statistical methods, including automated analysis tools and models/simulations.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The incumbent must be able to obtain and maintain a TOP SECRET clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R.
  • Must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer and periodically thereafter.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

This position is in the Supervisory/Management Work Category at the Senior Work Level within the CES Occupational Structure

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.

One year of specialized experience would be demonstrated by: 1) Designing analytical models to determine the different outcomes for various courses of actions; 2) Leading teams in performing mathematical/statistical analysis to determine the most cost effective courses of actions; 3) Interpreting cyberspace polices and guidance to determine the impact on program budgets; 4) Reviewing budget plans in order to asses the financial limitations of cyber programs.
