The United States Space Force (USSF) at Peterson Space Force Base, Colorado Springs, Colorado is searching for a Program Manager to support SAIO (NH-1101-03, GS-12/13 equivalent).
Description:
The selected candidate will be responsible for leading or supporting pre and post award activities for assigned portfolios which could include radar and satellite operations/maintenance programs, cyber and classified ISR programs, or knowledge-based services. The primary goal of this role is to deliver responsive, mission-focused acquisition solutions that optimize warfighter operations. As a Program Manager, you will play a pivotal role in ensuring the success and effectiveness of our acquisition processes and programs.
Position Responsibilities:
- Independently manages services programs/contracts throughout their lifecycle, including
requirements definition, acquisition strategy, and post-award performance monitoring.
- Applies Project Management Institute principles and continuous process improvement to
acquisition processes.
- Prepares and delivers briefings/documents on program/project management aspects to various stakeholders.
- Proactively provides program/portfolio information and advice to supervisor, leadership,
peers, and mission partners.
- Serves as the organization's liaison with DoD, federal government, and Industry, fostering productive relationships.
- Cultivates and maintains relationships with teams and leadership to facilitate operations and address complex issues.
- Engages with mission partners to assess satisfaction, address concerns, and resolve
issues.
- Develops courses of action and recommendations, and delivers briefings and reports to
meet requirements.
- Stays informed on policies to address programmatic and contractual considerations and
improve efficiency.
- Participates in business case analyses, source selections, program rotations, and performs additional duties as assigned.
Key Skills and Abilities:
1. Knowledge of DoD acquisition, life cycle management, risk management, quality assurance control, and cost/price analysis policies, procedures, and practices.
2. Knowledge of the missions, products, services, needs, and goals of the program(s) and organizations that govern, interface with, and/or influence the acquisition process
3. Ability to recognize and analyze problems, conduct research, analyze, interpret and apply rules, regulations, and procedures, summarize results, make appropriate recommendations, and implement innovative detailed strategies to resolve issues.
4. Ability to plan and execute complex, multi-faceted portfolios and/or projects by stratifying resources and executing within established cost and schedule constraints.
5. Ability to communicate effectively orally and in writing, clearly, concisely, and with technical accuracy.
6. Ability to maintain good internal and external working relations, to use a high degree of tact and diplomacy with key individuals/groups, and to support/interact/advise mid and senior level leaders

- Must be a U.S Citizen.
- Must be able to obtain and maintain a Top-Secret / SCI security clearance.
- Safeguards classified or sensitive budget-related information and/or files.
- May be required to work overtime on an unscheduled or emergency basis.
- Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".
- This position will close after 5 business days or 75 applications, whichever comes first.
- Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
- PCS / Relocation funding is not authorized.
- This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
- Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report."
- This position is designated a NON-CRITICAL APDP position.
- Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year.
- May be required to be part of a source selection team; during this time the employee may be removed from telework agreement or placed on a modified agreement.
- Required to sign a non-disclosure statement.
