System One is seeking a Technical Program Manager to support our Department of State client within the Bureau of Consular Affairs. This pivotal role manages several global impact high exposure projects focused on High Availability Disaster Recovery (HADR), AAG Cluster implementation, Other Government Agency (OGA) and Non-Government Agency (NGO) Datashare communications Network Operations.
The Technical Program Manager (TPM) drives the planning, execution, and delivery of complex technical initiatives across cross-functional teams. TPMs work at the intersection of engineering, product, and business stakeholders to ensure programs are aligned to strategic goals, executed efficiently, and delivered with measurable impact.
Preferred Qualifications
• Program Manager with 10 to 15 years of Portfolio Leadership experience
• Software Systems Engineer with 5 years of Systems Integration/Development experience
• Senior Oracle Database Administrator (DBA) with 5 years of Oracle experience
• SQL Server Database Administrator (DBA) with 5 years of Microsoft SQL Server experience
• Network Engineer with twenty years of Network Engineering experience
• Experience with key technologies include Oracle, SQL, Azure, AWS, and OCI
• Key usability experience with JIRA, MS Project, Teams and PowerPoint
• Experience with cloud platforms (e.g., AWS, GCP, Azure) and distributed systems.
• Exposure to security, infrastructure, ML/AI, or hardware programs (depending on domain).
• Experience working in fast-paced or high-growth environments.
• PMP, Agile, or Scrum certifications a plus (but not required).
Qualifications:
• Top Secret Security Clearance
• Bachelor’s degree in Computer Science, Engineering, or related technical field (or equivalent experience).
• 5+ years experience in program management, technical project management, or similar roles.
• Experience managing complex technical programs involving cross-functional teams.
• Strong understanding of software development lifecycle (SDLC) and/or systems engineering.
• Excellent communication, organization, and stakeholder management skills.
• Ability to think both strategically and tactically, balancing high-level alignment with detailed execution.
• Familiarity with Agile methodologies, tooling, and modern DevOps practices.

• Special Projects Project Management and technical support including: the Bureau-wide Windows 2K8 and the Windows 2K12 OS Upgrade and Decommissioning projects, IBML IT5 and IT6 OS upgrade project, Oracle Consular Consolidated Database (CCD) and Consular Modernized Systems (CSM/C1) Oracle Database Operations Project Management support including Oracle Database Patch Cycle support as well as Exadata Hardware upgrade support, Passport SQL Server Database Operations
• Special Projects leadership and technical support included Disaster Recovery, Failover, Monitoring, Deployment, Data Architecture, Data at Rest Encryption and Security efforts
• Project Manager/Infrastructure Architect for Oracle OFM SOA ESB Implementation
• Technical Project Manager for the 30+ site SQL Server 2008 replicated U.S. Passport databases
• Data Engineering Lead Engineer for DOS/CA Datashare communications migration consolidation
• Data Engineering Project Manager for development of the IRIS/ABIS Biometric Datashare system
• Data Engineering Project Manager for backend development of the ESB and the IAFOD application using Web Services Standards and the National Information Exchange Model (NIEM)
• Oracle, SQL Server, OAS, and OFM SOA installation, configuration, development, operational support
• Data Warehouse/Data Mart/Reporting and BI design, development, implementation, and support
• Design and implementation of Consular Consolidated Database (CCD) Web site based on Oracle Mod PL/SQL Cartridge and the CCD Web Services .NET IIS / Oracle Database infrastructure and services
• F5 LTM and GTM Traffic Management/Application Firewall infrastructure design and implementation
• Database administration, design, implementation, monitoring, tuning, and support for 225 TB VLDB 230+ site worldwide distributed Oracle database using Oracle Advanced Replication
• Database Disaster Recovery, Database & Network Security design, implementation, and remediation
• Deep understanding of Disaster Recovery, High Availability, Monitoring, Software Development, Software Deployment, Database Development, Database Administration, Data Modeling, Data Architecture, Data Encryption, Web Services, and Security efforts.
General Responsibilities:
• Lead end-to-end planning and execution of technical programs, including scope definition, requirements gathering, timelines, and delivery milestones.
• Partner closely with engineering and product teams to translate business objectives into technical plans and system architecture.
• Communicate program status, risks, and trade-offs clearly to technical and non-technical stakeholders including executives.
• Identify and resolve roadblocks across teams to maintain alignment, unblock execution, and ensure timely delivery.
• Develop and maintain program documentation including project plans, technical specs, and decision logs.
• Drive cross-team operational improvements and scalable processes to increase engineering velocity.
• Facilitate technical design discussions, dependency mapping, and prioritization.
• Manage risk, quality, and change management throughout the program lifecycle.
• Ensure outcomes are data-informed and measurable against OKRs, KPIs, and business goals.
• Foster collaboration between engineering, infrastructure, QA, security, PM, design, and external partners.
