Job Description

**This position is contingent upon contract award**

SOS International LLC (SOSi) is seeking a Program Manager to lead SOSi's Management Team on the Department of Justice's Asset Forfeiture Administrative Support Services contract.

Position Summary

The Program Manager (PM) will lead and manage a 1,400-member workforce at 490 DOJ offices nationwide, ensuring that SOSi performs all contract services and meets all quality standards. The PM shall have full authority to act for SOSi in all day-to-day matters relating to contract performance. The PM shall be available during normal hours of operation to discuss all technical and administrative matters related to this contract. The PM shall be SOSi's initial point of contact for the Government's Contracting Officer, Contracting Officer's Representative (COR), Assistant CORs and field Quality Assurance Evaluators (QAEs) related to technical services performed- but may delegate certain responsibilities to other members of SOSi's Management Team. The PM ensures compliance with contractual obligations, drives continuous improvement, and fosters a culture of safety, quality, and accountability. This position is contingent on contract award.

Essential Job Duties
  • Lead a team of managers, technical staff, and subcontractors across multiple locations nationwide.
  • Responsible for strategic oversight, operational execution, and client engagement of the program.
  • Responsible for cost, schedule, and technical performance on the contract.
  • Develop and implement strategic plans to meet contract objectives and performance metrics.
  • Serve as the primary point of contact for the client, ensuring alignment with mission requirements and expectations.
  • Ensure operational efficiency, reliability, and responsiveness across all service areas and locations.
  • Implement and monitor KPIs to ensure service excellence.
  • Manage the program's $100M+ annual budget, ensuring cost control, forecasting accuracy, and profitability.
  • Review and approve financial reports, invoices, and procurement activities.
  • Identify opportunities for cost savings and operational efficiencies.
  • Recruit, train, and retain high-performing personnel.
  • Promote a culture of safety, compliance, and professional development.
  • Ensure compliance with all contractual, legal, and regulatory requirements.
  • Develop and implement risk mitigation strategies.
  • Approve hiring of all supervisory level Contractor employees.
  • Maintain readiness for audits, inspections, and client reviews.
  • Build and maintain strong relationships with government and commercial clients.
  • Provide regular program updates, performance reports, and strategic recommendations.
  • Address client concerns promptly and effectively.


Qualifications

Minimum Requirements
  • Bachelor's Degree plus twelve years' experience as a PM with emphasis on oversight of multiple projects that emphasize analytical processes and legal assistance, training, and recruitment.
  • Master's Degree and ten years' experience as a PM, with emphasis on oversight of multiple projects that emphasize analytical processes and legal assistance, training, and recruitment is preferred.
  • PMP or equivalent certification.
  • Management of similar projects under Federal Government sponsorship is preferred.
  • Ability to Supervise Regional Directors, Agency Managers, and Project Directors.
  • Strong financial acumen and experience managing annual budgets of $50M+.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Familiarity with US Government contracting (e.g., DOJ, DoD, DoS) is highly desirable.
  • In-scope DoD Secret Clearance is required.

  • Requires periods of non-traditional hours including consecutive nights or weekends when necessary
