Department Summary:
MITRE's Enterprise Technology organization is seeking a Department Manager for Advanced Networking Systems within the Infrastructure Division. This critical role involves leading and managing a work program that provides network operations, engineering, and security services to the corporation. The Department Manager will oversee our corporate network infrastructure, including LAN/WAN, wireless, remote access, network security platforms, and related network services. The department provides key support to the security posture and compliance profile for Enterprise Technology services. Roles and Responsibilities:
Strategic Planning and Execution
- Plan, develop, and oversee network-related strategic outcomes.
- Support the Director in building and maturing strategic relationships with partners to enhance Enterprise Technology's influence and capabilities.
Growth Strategy
- In partnership with the Director, develop and shape the department's work program to achieve specific Enterprise Technology strategic outcomes and manage new business opportunities for extending network capabilities and services throughout MITRE.
- Collaborate with Department Chief Engineers to ensure technical quality for all work assigned to the department as part of the work program.
Domain Expertise
- Provide technical domain-specific knowledge, leadership, and influence stakeholders to drive the department's outcomes forward.
- Maintain broad knowledge of related network operating systems, management tools, cloud-related services, available system metrics, network security implementations, and operational considerations.
Financial Management
- Manage the department budget in compliance with policies to support strategic decision-making at the department level.
- Provide oversight and guidance for project budgets and other cost-bearing center objectives, focusing on driving down operational costs through continual process improvement to related department IT services.
Stakeholder and Partner Engagement
- Develop close working relationships and serve as a trusted advisor in partnership with the Director, Senior Managers, Chief Engineers, and Group Leaders.
- Collaborate with other Centers to extend shared service capabilities and re-use existing network services.
- Act as a liaison with other corporate divisions chartered to protect and manage enterprise risk extended to network-related activities.
Leadership and Team Management
- Work with department group leaders to ensure that all staff supporting department services are assigned projects and fully planned.
- Represent the needs and unique perspectives of staff to Division leadership.
- Advocate for department competencies and establish new work opportunities.
- Ensure the hiring, development, and shaping of skills, capabilities, and diversity needed within the department's workforce.
- Lead staff management, including recruiting, establishing performance goals, appraising staff performance, and providing opportunities for career development.
Basic Qualifications:
- Typically requires a minimum of 5 years of related experience with a Bachelor's degree; or 3 years and a Master's degree; or a PhD with relevant experience who can immediately contribute at this job step; or equivalent combination of related education and work experience.
- Demonstrated application of best practices in IT Operations and security principles of least privilege.
- Strong knowledge in network engineering, operations, and security tools and platforms.
- Proven leadership experience working in a large enterprise IT organization.
- Ability to develop trusted relationships and work collaboratively across functional areas and external organizations.
- Experience in shaping and driving high-impact, high-quality technical solutions.
- Success in developing, coaching, and leading people.
- Experience in developing and executing a strategy.
- Strong project management skills.
- Experience strengthening relationships through communication and collaboration with both internal and external stakeholders and decision-makers.
- Ability to gain a DoD Secret clearance within one year of hire.
- Per the U.S. Government's eligibility requirements, you must be a U.S Citizen to be considered for a security clearance.
- This position requires a minimum of 50% hybrid on-site.
Preferred Qualifications:
- Experience managing enterprise network solutions in a DoD-compliant environment (NIST SP 800-171, 800-53, CMMC, or similar).
- Strong business operations skills including the management of Capex/Depreciation, OpEx and labor budgets.
- Success in transitioning from On-Prem to Cloud network services.
- Experience managing VARs or contracted service providers.
- Experience working with critical network infrastructure platforms and asset owners.
- An active DOD Secret clearance.
