Duties
Help
  • Evaluates health services and force protection for services, Joint and coalition expeditionary operations.
  • Identifies cross-cutting medical issues with national security or similar level of priority.
  • Prepares project plans, defines objectives, scope, methodologies, and information to be gathered and analyzed. Prepares final reports of findings, ensuring the inclusion of supporting documentation and recommendations.
  • Establishes liaison with DoD, federal agencies, military commands and civilian officials for evaluations of health services and force protection.
  • Identifies program issues and procedures within the area of responsibility; analyzes best practices, trends, problems, and deficiencies.

  • Must be a U.S. Citizen.
  • Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.
Qualifications

Time in Grade:
For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or equivalent or higher grade, in the Federal Service.
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service.

Specialize Experience:
For entry at the GS-12, you must have 52 weeks of specialized experience at the GS-11 grade level: Specialized Experience is defined as: knowledge of on-going or new medical issues within the healthcare services and systems. Applying evaluation concepts and techniques. Evaluating medical issues within healthcare services and systems. Recommending corrective actions to operational and tactical problems. Working with employees and international staff. Providing briefings. Preparing reports with supporting documentation and recommendations.

For entry at the GS-13 level, you must have 52 weeks of specialized experience at the GS-12 grade level: Specialized Experience is defined as: knowledge of evaluation concepts, principles, techniques, and practices to gather, evaluate and identify on-going or new medical issues within the healthcare services and systems. Applying evaluation concepts and techniques. Evaluating medical issues within healthcare services and systems. Leading projects. Recommending corrective actions to operational and tactical problems. Understanding medical logistics, command and control, and medical intelligence. Working with employees and international staff. Provide briefs, drafts and final reports to Program Manager.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

There is no substitution of education for the qualifying experienceat the GS-12 or GS-13 grade levels.
