Duties

The primary purpose of this position, FINANCIAL ADMINISTRATION ANALYST, NH-0501-03, is to serve as the Financial Management Division Chief to the Detachment Commander and perform a variety of Air Force Installation and Mission Support financial analyst functions involving accurate financial guidance and decision support related to budget formulation, execution, and/or analysis of budgets for substantive programs and installation support activities in support of US Air Forces in Europe (USAFE) and US Air Forces Africa (AFAFRICA).

- Establish priorities, objectives, and goals; direct and coordinate activities and work effort; review completed work; accomplish personnel management actions such as evaluating performance and making recommendations for awards, handling or referring disciplinary issues, complaints, scheduling work times, and approving time and leave.
- Perform budget formulation procedures/processes involving independent assessments and compile detailed analyses of annual, multi-year, and/or revolving fund budget estimates for assigned organizations/programs into a consolidated budget request.
- Assess and balance installation and mission support program risk to meet customer and organizational needs.
- Provide advice, assistance, and guidance on budgeting and related information.
- Monitor data related to the execution of base facility projects.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, of
specialized experience at the next lower grade GS-11, NH-02, or equivalent in other pay systems. Examples of specialized experience includes budget formulation; researching, compiling and summarizing complex financial data; analysis of budgets; and providing budget related advice, guidance and training.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance including: budget and financial management regulations, OMB Circulars, and Congressional legislation.
2. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute budget support of the mission, structure, goals, work processes, and programs of assigned organization(s).
3. Knowledge and ability to use budget/financial execution systems that support procurement/acquisition and monitoring of mission requirements for installation and mission support functions.
4. Ability to recognize and analyze complex analytical problems, conduct research, summarize results, and proactively make appropriate recommendations for resolution.
5. Ability to interpret and apply public law, fiscal policy, and directives related to installation and mission support capabilities and their proper fund use/sources.

ADDITIONAL INFORMATION:
This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

PHYSICAL EFFORT: The work is sedentary. May require some walking, standing, bending, carrying and/or lifting of light items like papers or books. No special physical demands are required to perform the work.

WORKING CONDITIONS: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated, and ventilated.

This is an acquisition demonstration project position, NH-0501-03, equivalent to the GS-12/GS-13, WITH A TYPICAL SALARY RANGE OF $76,463 to
$118,204.

ACTIVE-DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active-duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date.
