ANALYST III (NHTSA):
Bowhead is seeking an Analyst II to support the National Highway Traffic Safety Administration (NHTSA) in Washington, DC. This position requires broad experience in applying qualitative or quantitative analytical techniques for project assessment purposes. The position should reflect significant experience doing the following: literature searches; work or engineering or highway traffic/traffic safety measurements; development and administration of questionnaires; graphing; calculation of means, modes, standard deviations, or similar statistical measures. This position will serve as a team lead responsible for requirements development and day-to-day task management; manage the delivery of services and accountability of employees.

SECURITY CLEARANCE REQUIRED: Must be able to obtain a security clearance at the Public Trust level. A minimum of three (3) years US residency, or US Citizenship, is required for a Public Trust clearance at this location.

Responsibilities
- Tracking of cases through the quality control process
- Demonstrate experience with statistical analysis procedures involving scientific and/or business applications is required and includes high-level skills using SAS and MS Office (EXCEL, Word, PowerPoint).
- Demonstrate experience in the development of presentations; the writing of technical reports; the creation of flowcharts and graphs for work purposes and to document work process; and the use of GIS is required.
- Program logistics and tracking.
- State motor vehicle crash data.
- Data pertaining to child seats including infant, convertible, booster, and hybrid seats.
- Demonstrate experience involving the analysis of complex programs, skill in applying fact-finding and investigative techniques, skill in oral and written communications, and skill in the development of presentations and technical reports, including visualization techniques (Tableau, SAS Visual Analytics and/or others) is required. Must exhibit excellent attention to detail and accuracy.
- Minor quality control duties
- Various administrative support duties aligned with CID strategic goals, mission, and potential expansion of CISS and CRSS Primary Sampling Units during the period of performance.
Qualifications
- B.S. degree preferred.
- Two (2+) years of experience.
- High skill levels in MS Office (Excel, Word, and PowerPoint).
- Extensive experience developing presentations and writing technical reports.
- Experience or aptitude to work with one or more of the following:
- Fatality Analysis Reporting System (FARS)
- Crash Investigation Sampling System (CISS)
- Crash Reporting Sampling System (CRSS)
- Motor vehicle crash-related data files, including data from the Federal Highway Administration (FHWA), Census Bureau, and R.L. Polk.
- A high level of experience with general computational methods of applied statistics and related fields is required, including use of statistical tools for analysis. One of the current tools used by NCSA for statistical analysis is SAS.
- Skills in applying fact-finding and investigative techniques.
- Strong oral and written communication skills.
- Experience analyzing reasonably complex programs.
