Summary

Creek Technologies Company is seeking a full-time, experienced Proposal Manager to join our Business Development and Proposal team. This role is responsible for leading and developing high-quality, compliant, and compelling proposals in response to DoD and Federal government solicitations. The Senior Proposal Manager will translate complex technical and management approaches into persuasive proposal content, articulate win strategies, and integrate win themes and discriminators throughout proposal volumes, including technical, management, past performance, and cost.

Responsibilities
  • Gather, analyze, translate, and write complex technical and management information into clear, concise, and persuasive proposal content for technical and non-technical audiences
  • Lead the development of proposal volumes, serving as technical and/or management volume lead as required
  • Analyze and decompose RFPs, RFIs, Task Orders, and Sources Sought notices to fully understand customer requirements, evaluation criteria, and compliance needs
  • Collaborate closely with proposal managers, coordinators, subject matter experts (SMEs), solution architects, and business development staff to develop innovative technical approaches and compelling solutions
  • Develop and integrate win strategies, win themes, and discriminators throughout proposal responses
  • Present technical and management solutions to internal and external executive-level stakeholders in a clear, persuasive manner
  • Conduct research and ensure accurate use of industry-standard and customer-specific technical terminology
  • Edit and refine proposal content, system descriptions, manuals, reports, and other customer deliverables to ensure clarity, consistency, and quality
  • Support and participate in color team reviews and other internal and external proposal reviews
  • Identify, communicate, and help mitigate proposal risks and gaps
  • Ensure strict compliance with all solicitation requirements, instructions, and evaluation criteria
  • Maintain proposal quality and consistency through the use of templates, style guides, and proposal-writing best practices

Required Qualifications
  • Professional writing experience supporting Federal government proposals
  • Experience with the Shipley Proposal Management process
  • Proficiency with Microsoft Office Suite and SharePoint
  • Experience or familiarity with graphic design and design tools (e.g., Adobe InDesign, Photoshop)
  • Excellent written and verbal communication skills
  • Ability to clearly communicate complex technical concepts to both technical and non-technical audiences
  • Strong ability to interview and collaborate with SMEs to extract and shape technical content
  • Ability to develop or direct graphics and visual concepts that clarify and strengthen proposal messaging
  • Demonstrated ability to leverage existing content while tailoring responses to meet specific solicitation requirements
  • Strong organizational skills, attention to detail, and ability to manage multiple deadlines in a fast-paced environment
  • Ability to work independently and collaboratively as part of a cross-functional team

Education and Certificates
  • Bachelor's degree or higher
  • APMP or Shipley certification.

Experience
  • Five (5) to Ten (10) or more years of experience in government proposal management
  • Five (5) years leading proposal teams
