General Function:
- Ensure program management personnel possess deep knowledge of DoDI 5000.02 and 5000.75 acquisition
policies and procedures. - Require self-sufficient performance across all Program Work Statement (PWS) tasks in support of Directorate
missions. - Apply program management expertise to FMS and USAF systems in procurement, post-award, and lifecycle
logistics management. - Utilize qualitative and quantitative methods to evaluate effectiveness, efficiency, and productivity of
acquisition programs. - Assist program managers in assessing cost and schedule compliance and provide alternative solutions to
emerging problems. - Communicate clearly in writing and verbally through acquisition documentation, plans, and briefings.
- Research, analyze, and assess weapon systems acquisition across development, production, and deployment
phases. - Develop plans and strategies to meet performance, cost, and schedule goals.
- Create and support development of acquisition reports such as Defense Acquisition Executive Summaries
(DAES) and Monthly Activity Reports (MARs). - Support program management and senior-level reviews, including IMP and IMS reviews.
- Create and present acquisition task updates and program status briefings to senior management.
- Apply understanding of DoD and AF project analysis to assess and present project activities, concepts, and
studies. - Evaluate existing or proposed projects, policies, or laws and suggest improvements to the Government point of-contact (POC).
- Support the PM and acquisition team in organizing program management tasks and analysis.
- Prepare and assess program management concepts, studies, and analysis with detailed presentations.
- Support acquisition strategy planning and develop documentation for pre- and post-award phases.
- Participate in milestone planning, schedule tracking, briefings, coordination, and decision documentation.
- Coordinate and interface with other USG organizations (HQ, MAJCOMs, wings, test agencies, AF centers) as
needed. - Resolve programmatic issues through interaction with Air Staff, MAJCOM, and DoD; document inquiries and
prepare executive-quality products. - Build and maintain program databases; analyze key metrics; support risk management planning and briefings.
- Develop, track, and report program schedules and metrics; apply Earned Value Management (EVM) to
evaluate program health. - Demonstrate understanding of DoD acquisition processes, analytical methods, and compliance improvement
techniques. - Conduct work measurement, program efficiency, cost, or workload studies using automated management
systems. - Apply knowledge of contracting policies to develop solutions for both pre- and post-award acquisition
challenges. - Sign NDAs for access to proprietary information in support of source selections and proposal reviews.
- Apply acquisition initiatives such as NDI, COTS, FAA-certified items, performance-based business
environments, EVMS, and Agile/Evolutionary Acquisition. - Plan, manage, and support development, production, and deployment of systems and subsystems.
- Use acquisition procedures and analytical techniques to support program managers and mission partners.
- Understand and apply AF acquisition regulations across technical and functional disciplines (engineering,
logistics, quality, etc.). - Support training system requirements from design through sustainment, including SIMCERT, site planning,
and field integration. - Provide analysis support in technical domains such as foreign disclosure, test and deployment, production,
and configuration management. - Support ISD and TSA management processes, proposal/courseware reviews, and program management
meetings. - Attend and support program meetings, record minutes, track milestones, develop briefings, and coordinate
decisions and risk strategies. - Prepare briefings for government review; support program funding documents and implementation planning.
- Assist in resolving program management issues and reviewing documentation for improvements.
- Support development of Should Cost/Will Cost estimates and POM budget programming into the FYDP.
- Prepare documentation for MDD and Milestones A, B, and C, including ASP support per DoDI 5000.2.
- Sign NDAs for pre/post-award documentation development, RFPs, SOOs, PWSs, SOWs, and proposal
evaluations. - Review and interpret new statutory and regulatory requirements and provide integration guidance to the
Government. - Support Portfolio Analysis and Business Integration (PABI) efforts for directorate-level tasks near the
PEO/Director front office. - Assist with documentation creation, editing, publishing, and formatting for program documents and
presentations. - Use databases, spreadsheets, and graphics software to create and manage automated forms and specialized
products. - Conduct data entry, retrieve data through queries and reports, and maintain tracking systems.
- Review senior-level correspondence, USAF agreements, and external agency communications.
- Assist with PEO/Director travel planning, DTS document creation, and coordination of protocol items (e.g.,
lodging, visitor access). - Maintain Directorate suspense and package tracking systems, updating PABI and senior staff on task status.
- Use software to manage and ensure proper assignment and completion of task packages and higher HQ
documents. - Help develop and refine Directorate-level portfolio metrics in collaboration with the Government team.
- Create high-quality products using Microsoft Office and SharePoint based on government team input.
- Support all aspects of programmatic meetings/events including planning, execution, and follow-up tasks.
- Assist in developing agendas, research topics, schedule events, and support senior leader discussions.
- Support event logistics and programmatic facilitation including meeting materials and executive-level
presentations. - Assist with documentation, storage, and publication of classified and unclassified program documents and
records. - Manage correspondence and data repositories for program plans, directives, and reports as requested by the
USG.
Additional Responsibilities:
- Perform duties as liaison between the PE Systems employees, PE Systems management, and the customer.
- Ensure PE Systems employees are provided updated information from P E Systems management and serve as a liaison as required.
- Monitor PE Systems employee compliance with customer rules and standards of practice concerning dress, hours, lunches, breaks, and other requirements.
- Ensure all PE Systems employees are treating all Government employees and contractor employees with respect, and make every effort to maintain a safe, enjoyable work environment; provide a safe and respectful atmosphere for PE Systems employees to include an open-door policy in line with PE Systems Employee Handbook.
- In concert with PE Systems management, facilitate administrative actions to include verbal and written counseling of PE Systems employees as detailed in PE Systems policies and procedures as required.
- Approve PE Systems employees' leave and absence requests, in Deltek, provided.
- Government leads are aware and leave does not cause delays in contractual requirements
- outlined in the PWS.
- Approve PE Systems employee time sheets, in Deltek, as required; resolve time sheet problems brought to light by the Dayton office personnel.
- Perform duties to assist on-boarding new hires and exiting employees during termination, voluntarily and in-voluntarily. Duties may include assistance in securing CAC badges, cyber challenge training, Deltek training, completing DD Form 2875s, and assisting with access to software programs that apply to specific positions (CCaRs, IDECS, PMRT, LCMP, etc.)
- Obtain monthly status reports (MSRs) from PE Systems employees and load all reports into specific CLIN MSR and send to PE Systems management as required.
- Initiate spot award recommendations to PE Systems management for consideration.
- Provide PE Systems employee performance appraisal to management and de-brief PE Systems employees as required.
- Discuss position requirements with potential PE Systems employees as requested.
- Establish and maintain effective professional working relationships with co-workers, and customers.
- Follow policies and procedures as described in corporate manuals and directives.
- Attend work each day during scheduled work hours unless on approved travel or time off.
- Perform occasional travel to contractor and customer sites, as required (see WORKING CONDITIONS below).
Qualifications:
Education/Certifications/Experience/Skills:
- MA/MS Degree with 10 years of directly related experience or BA/BS with 12 years of directly related
experience or 15 years of directly related experience to this discipline. - Must possess and maintain a government security clearance at the Secret Level.
- Must be proficient in the use of Microsoft Office Applications and other standard applications.
