PRIMARY FUNCTION
Manage the program to ensure fulfillment of contractual obligations including cost, quality and schedules. Responsible for the contract execution. Direct the work of personnel; oversee procurement and management of project supplies, parts, and equipment; resolve contractual issues; ensure compliance with environmental, safety, and security requirements; provide all required reports to the Customer and Corporate headquarters. Coordinate the activities of subcontractors and vendors; meet with and report progress to the Government technical representative or Contracting Officer's Representative (COR). Serve as the primary contact for the Customer. Oversee all contract functions, ensuring contract compliance with safety, security, and labor reporting. Participate in negotiation of contract and contract changes. Oversee development and execution of task orders. Lead program review sessions. Develop new business for the Customer. Establish milestones and monitors adherence to master plans and schedules. Identify program problems and obtain solutions, such as reallocation of resources to meet changing requirements. Responsible for coordinating employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions. Coordinate and approve local operating policies and procedures, and personnel actions within the generalized framework of overall corporate guidelines. Manage efficient utilization of human resources assignment, performance, morale and overall welfare.

ESSENTIAL FUNCTIONS
• Daily program management throughout the program life cycle;
• Defining the program governance (controls);
• Planning the overall program and monitoring the progress;
• Managing the program's budget;
• Managing risks and issues and taking corrective measurements;
• Coordinating the projects and their interdependencies;
• Managing and utilizing resources across projects;
• Managing stakeholders' communication;
• Aligning the deliverables (outputs) to the program's "outcome" with the aid of the business change manager; and
• Managing the main program documentations such as the program initiation document.

SUPERVISORY RESPONSIBILITIES
This person will be responsible for multiple project teams and have direct supervisory authority over project personnel.

KNOWLEDGE, SKILLS, & ABILITIES:
• Good knowledge and handling of project and program management methodology and techniques.
• Good understanding of the wider objectives of the program;
• Ability to work positively with the wide range of individuals involved in program management.
• Strong leadership and management skills.
• Good knowledge of budgeting and resource allocation procedures; and
• The ability to find innovative ways to resolve problems.

QUALIFICATIONS:
Required:
• Bachelor's Degree (Business, Management, Engineering or Science)
Preferred:
• Master's Degree WORKING ENVIRONMENT:
A fast-paced multi-tasking customer service-oriented environment requiring a high degree of efficient and effective performance. Adaptability regarding schedule and task changes is necessary to accommodate changing priorities. Overtime may be required.
