Program Background
VMMT-204 is the Department of Defense’s largest and only formal training squadron for the MV-22 Osprey tiltrotor aircraft. The squadron supports pilot and crew chief training for the U.S. Marine Corps, U.S. Air Force, U.S. Navy, and Foreign Military Sales (FMS) partners, including the Japanese Defense Force. This mission represents a single point of failure for V-22 pilot production across the DoD.

Contractor Maintenance Support (CMS) provides the majority of aircraft maintenance manpower to sustain 22–24 MV-22 aircraft used for continuous training operations. CMS personnel ensure aircraft readiness, regulatory compliance, and uninterrupted pilot production critical to global operational requirements.

Position Overview
The Technical Writer III is a senior-level aviation documentation and logistics professional supporting MV-22 Osprey maintenance and readiness programs. While this is a single labor category, the role supports multiple specialized functional areas within aviation logistics and maintenance management. The selected candidate will be assigned to one specialty area based on experience and program needs.

This role requires deep familiarity with NAVAIR and NAMP publications, and the ability to independently manage, document, and oversee complex aviation logistics programs while ensuring full regulatory compliance.

Supported Specialty Areas (Assignment Based on Experience)
Technical Writer III (Aviation Logistics Supervisor) (1)
• Ensure Material Control program compliance in accordance with NAMP 4790 (series).
• Execute squadron Material Program Manager procedures.
• Oversee aviation logistics documentation and maintenance data accuracy.

Technical Writer III (Tool Control Program Coordinator) (1)
• Supervise tool rooms and tool control centers.
• Maintain accurate tool inventories per NAMP 10.12.3.4.
• Manage tool marking, issuance, custody records (NAVSUP 306), inventories, and disposal.
• Process tool requisitions and track outstanding orders.
• Manage Tool Control Program (TCP) files, audits, reports, and training.

Technical Writer III (ASM Fleet Administrator) (1)
• Ensure full compliance with Aircraft Service Management (ASM) requirements.
• Maintain maintenance documentation and readiness status in accordance with NAMP 4790 (series).

Technical Writer III (Individual Material Readiness List (IMRL) Program Coordinator) (1):
• Accept, inventory, and manage PEMAs as Common Support Equipment (CSE).
• Sub-custody PEMAs using NAVSUP 306 documentation.
• Update LAMS and manage NRFI status, repairs, and replenishment.
• Resolve PEMA allowance shortages.

Core Responsibilities
• Author, edit, and maintain complex aviation technical documentation, including maintenance procedures, manuals, and logistics program records.
• Interpret engineering drawings, schematics, wiring diagrams, and NAVAIR publications.
• Ensure compliance with NAMP 4790 (series), NAVAIR instructions, and squadron procedures.
• Work independently without technical guidance to execute assigned program responsibilities.
• Collaborate with maintenance control, quality assurance, engineers, and subject matter experts.
• Validate maintenance and logistics procedures through hands-on aircraft interaction when required.
• Transfer technical knowledge to less experienced personnel through formal and informal training.
• Maintain proficiency in NALCOMIS OOMA and ASM within 90 days of employment.
• Support Aircraft Confined Space Program and fuel cell/tank maintenance per NAVAIR 01-1A-35.
• Maintain required Support Equipment licenses.
• Support Collateral Duty Quality Assurance Representative Supervisor (CDQARS) responsibilities as assigned.

Required Qualifications
• Active Secret security clearance.
• 5–10 years of technical writing and documentation experience in the aviation or aerospace industry.
• Thorough knowledge of NAMP 4790 (series), NAVAIR publications, and aviation maintenance programs.
• Experience with NALCOMIS OOMA and ASM systems (or ability to become proficient within 90 days).
• Strong written and oral communication skills with the ability to convey complex technical information.
• Ability to work independently in a high-tempo operational environment.
• U.S. citizenship required for flight line and system access.

Preferred Qualifications
• Prior experience supporting USMC, USAF, or USN aviation maintenance units.
• Experience in Material Control, Tool Control, IMRL, or ASM Fleet Administration roles.
• Previous Quality Assurance or CDQARS experience.
• Familiarity with FMS aviation training environments.
