Position Overview
The Fleet Resources Coordinator provides direct support to the Operational Test and Evaluation Force (OPTEVFOR) by coordinating U.S. Navy Fleet resources in support of developmental and operational testing. This position supports Navy and multi-service acquisition and non-acquisition programs by managing Fleet scheduling requirements and serving as a primary liaison between test directors, program offices, and Fleet scheduling authorities.
The role requires extensive experience working with Fleet schedulers and a thorough understanding of Navy test and evaluation (T&E) processes, Fleet operations, and resource allocation. Support is performed on-site at OPTEVFOR Headquarters in Norfolk, VA.
Key Responsibilities
Coordinate the scheduling and management of U.S. Navy Fleet resources (ships, submarines, and aircraft) in support of developmental testing (DT) and operational testing (OT) events within the Atlantic Fleet Area of Responsibility (AOR).
Provide technical and analytical support to OPTEVFOR Operational Test Directors (OTDs), Operational Test Coordinators (OTCs), developmental test directors, Program Offices, SYSCOMs, and OPNAV N94 staff.
Review, analyze, and validate Fleet service requests for clarity, feasibility, and completeness, including routine and emergent requests.
Draft and process Request for Services (RFS) messages and manage Fleet support requests submitted through iTEST and other approved channels.
Liaise with U.S. Fleet Forces Command (USFF), CTF-80, and other Fleet scheduling organizations to source Fleet assets in support of T&E events.
Identify collaboration opportunities among test programs and advocate for combined test events to maximize Fleet resource efficiency.
Maintain accurate records of Fleet support requests, fill rates, cancellations, and disposition status.
Prepare and deliver periodic briefings on Fleet resource fill rates, trends, and issues to OPTEVFOR leadership and senior Navy stakeholders, including SES-level audiences.
Support OPTEVFOR test planning and execution activities as required.
Provide Fleet resource scheduling briefings during OPTEVFOR Operational Test Director (OTD) Basic Courses, as directed.
Required Qualifications
Minimum 2 years of experience scheduling Fleet resources in support of military operations, training, and/or testing.
Demonstrated experience presenting written and oral briefings to senior military and civilian leadership.
In-depth knowledge of:
Combined Fleet Forces Command (CFFC) OPORDER 2000
COMPACFLT OPORDER 201
SECNAV 5000-series instructions and the Navy acquisition process as it relates to Test and Evaluation (T&E)
Working knowledge of OPTEVFOR and Navy-wide T&E policies, procedures, and analytical methods.
Familiarity with east and west coast Navy training and testing ranges supporting DT and OT.
General knowledge of DoD systems acquisition processes and Navy T&E organizations.
Thorough understanding of U.S. Navy ship, submarine, and aircraft capabilities, command structures, and mission sets sufficient to align Fleet assets with test requirements.
Ability to assess test program priorities and understand the operational impacts of delayed or unfilled Fleet support.
Preferred Qualifications
Prior experience supporting OPTEVFOR, OPNAV, Fleet Forces Command, or Navy T&E organizations.
Experience coordinating Fleet resources across multiple test programs simultaneously.
Familiarity with iTEST or similar Fleet scheduling and T&E tracking systems.
Experience identifying and facilitating collaborative test events to optimize Fleet resource utilization.
Clearance Requirements
U.S. Citizenship required
Ability to obtain and maintain a Secret clearance (Active clearance preferred)
