The MITRE Intelligence Center is seeking a Principal Project Leader (PL) to support the Intelligence Community Chief Information Officer (ICCIO) within the IC Enterprise Operations Department (N924), part of MITRE's National Intelligence Directorate (NID), based at MITRE's McLean campus.
The PL reports directly to the N924 Department Manager and is responsible for leading and integrating multiple coordinated work efforts supporting the ICCIO enterprise portfolio. These efforts primarily support IC-wide information technology, data, cybersecurity, and architecture governance, including the ICCIO front office, Architecture Integration Group (AIG), Cybersecurity Group (CSG), Mission and Resources Group (MRG), Security Coordination Center (SCC), and Data and Artificial Intelligence initiatives. The PPL leads MITRE support that translates IC CIO strategy and governance direction into executable plans, enterprise frameworks, and measurable outcomes that strengthen the IC Information Enterprise.
This role requires deep understanding of IC enterprise IT operations, architecture, cybersecurity, data, and governance processes, strong program leadership skills, and the ability to deliver objective, unbiased, and conflict-free advisory support. The Principal Project Leader partners closely with senior IC and ODNI executives to improve enterprise coherence, security posture, interoperability, and mission effectiveness across the Intelligence Community.
The primary responsibilities of the position must be carried out in person in McLean, Virginia, with regular presence at ODNI facilities and flexibility to respond to sponsor needs.
Roles & Responsibilities:
The Principal Project Leader serves as MITRE's lead for Intelligence Community Chief Information Officer (ICCIO) support activities and is responsible for integrating multiple ICCIO-aligned efforts into a cohesive, well-executed portfolio. The role leads MITRE support for IC-wide enterprise information technology, architecture, cybersecurity, data, and artificial intelligence initiatives, translating ICCIO strategy and governance direction into executable plans, enterprise frameworks, and measurable outcomes that strengthen the IC Information Enterprise.
The PL provides leadership across enterprise IT strategy, planning, and execution, coordinating systems engineering and program management activities to align architecture integration, technology modernization, and cross-IC initiatives. The role supports development and oversight of enterprise performance measures, risk management activities, and governance processes that ensure technical rigor, consistency, and integration across all deliverables.
The role provides advisory leadership for information assurance and cybersecurity governance, supporting enterprise security policy development, compliance, risk assessment, and coordination activities that improve the IC's security posture. The Principal Project Leader also supports IC data and artificial intelligence efforts, including data governance, analytics enablement, AI readiness, and orchestration of pilot initiatives aligned with enterprise standards and security requirements.
The PL partners closely with senior IC and ODNI leaders, IC CIO offices, mission partners, and service providers to deliver objective, independent, and conflict-free advice, analysis, and recommendations. Across all activities, the role ensures disciplined execution, delivery quality, and timely responsiveness, while identifying opportunities to strengthen IC enterprise IT governance, improve execution efficiency, and evolve MITRE's support to advance a secure, interoperable, and mission-driven IC Information Enterprise.

Basic Qualifications:
- Bachelor's degree with a minimum of 12 years of relevant experience, or an equivalent combination of education and experience.
- Demonstrated experience leading complex programs or portfolios supporting IC or federal enterprise IT, cybersecurity, architecture, or data organizations.
- Deep understanding of IC or large-scale federal IT environments, including enterprise architecture, cybersecurity, information assurance, and mission IT operations.
- Experience supporting IC-wide or enterprise-level governance bodies or coordinating across multiple organizations and stakeholders.
- Proven ability to engage effectively with senior government executives.
- Experience managing multidisciplinary teams and coordinating across technical, analytic, and operational domains.
- Demonstrated experience, knowledge, and understanding of National Security, Intelligence Community, and Department of Defense cybersecurity topics.
- Active TS/SCI with CI Poly.
- U.S. Citizenship required
- This position has an on-site requirement of 5 days a week on-site.
Preferred Qualifications:
- Direct experience supporting the Intelligence Community Chief Information Officer, IC CIO offices, or comparable enterprise IT governance organizations.
- Experience leading or supporting enterprise architecture integration, cybersecurity governance, Zero Trust implementation, or IC-wide IT modernization initiatives.
- Experience supporting data management, analytics, or artificial intelligence programs in classified or national security environments.
- Demonstrated success improving enterprise IT governance, integration, interoperability, or security posture.
- Experience collaborating across federal agencies and commercial companies.
- Demonstrated ability to take risks and lead work with partial insights and operate effectively autonomously.
- Experience with all aspects of project management, such as work shaping, staff planning and selection, recruiting, budgeting, and reporting.
