Help
  • You will administer all warehousing matters related to government property for ships undergoing construction, conversion, overhaul, repair, alteration, activation or inactivation.
  • You will ensure contractors in possession of government property comply with the provisions of the contract and of the job order relative to government.
  • You will identify and implement procedures by which the branch's workload will be accomplished.
  • You will serve as the Technical Point of Contact (TPOC) for all contracts and matters related to RRAM/CARP/Special Material Supply Branch (SMSB) Material Management for which NAVSUP FLCN is responsible for.
  • You will provide technical guidance to material specialists involved in the process of identifying, documenting and cataloging of all types of material/equipment and industrial supplies.
  • You will apply sound position management techniques by studying, analyzing and implementing changes in the organizational structure of the Branch based on changes in functions, work methods, procedures, manpower and workload.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector utilizing mastery knowledge of procedures for receiving, storing, controlling, issuing, shipping, and disposal of material in assigning project goals to be accomplished by personnel in the Material Management Department. I have a broad knowledge of government property control procedures and regulations and expert knowledge of DOD policies and procedures governing all types of material related actions. Examples of specialized experience must include the following: 1) Expertise in effectively dealing with personnel at Headquarters, Naval Sea Systems Command and other Government agency management personnel, including private contractor personnel and management personnel at the Command in order to accomplish the mission of Material Management for the Command; 2) The ability to think clearly and systematically, to exercise judgement and to make decisions involving complex considerations and with little precedent; 3) Utilizing creativity, practicality and independent thinking skills in combination with mastery knowledge of material management and practices, material management concepts to identify and solve problems; 4) Use of devising tools and techniques for analyzing data, determining the validity of proposals for meeting requirements, and evaluating and comparing various proposals; 5) Knowledge of managerial procedures to effectively utilize manpower, office space, supplies, and equipment in conjunction with the supervisor's overall plan for the Material Management Department, in addition to thorough knowledge of contracting principles and practices to be able to function as a COR.
