Duties

  • Performs Career Broadening assignments to apply Air Force military operational experience to plan and develop major aspects of Air Force, or Air Force portions of joint war, mobilization, and contingency plans in one or more of the following areas: combat, airlift, rescue, or space.
  • In a Career Broadening capacity, develops new methods for developing, analyzing, and integrating AF capabilities in support of Air Force contributions to the organization's mission.
  • Prepares and presents high level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.
  • Maintains continuous liaison with other Air Staff, Joint Staff, MAJCOM/NAF, COCOM, other service headquarters counterparts, and DoD offices to integrate Air Force plans with other defense agencies.

  • PCS cost will be paid IAW Career Broadening Policy under this agreement.
  • Career Broadening positions are managed by AFPC/DP2Z and are centrally funded.
  • Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Employee must maintain current certifications
  • Disclosure of Political Appointments
  • Prior experience in contingency, mobility, and war planning in one of the following areas is highly desirable: Pilot, Navigator, Air Battle Management, Combat Control and Recovery, Space and Missile Operations, Intelligence, Aircraft Maintenance;
  • Prior experience highly desirable areas continued: International Affairs, Information Systems Security Operations, Air Base Operations, or Security Police.
  • Rotational assignments are authorized within the organization
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.

SPECIALIZED EXPERIENCE: One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience include mastery of various qualitative and quantitative methods to assess and improve major Air Force plans related to war, mobilization, deployment coupled with a comprehensive knowledge of Air Force program goals, objectives, and methods for evaluating the effectiveness of planning actions related to actual events. To be creditable, the specialized experience must have been at the GS-13 grade level or equivalent under other pay systems in the Federal service.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of airpower plans and procedures for conducting major operations such as war, military operations other than war, mobilization, and deployment.
  • Comprehensive knowledge of the mission, roles, functions, organization, management, capabilities and operations of the US Air Force; knowledge of joint, combined, and coalition operations; general knowledge of mission, roles, functions, organization, management, capabilities, and responsibilities of Combat Commands and DoD Agencies.
  • Knowledge of agency program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
  • Skill in designing and conducting comprehensive studies and preparing solutions to especially broad, important, and sensitive military operational and contingency areas.
  • Ability to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures, and ability to formulate strategy using information produced from predictive models.
  • Ability to communicate effectively, both orally and in writing, in order to articulate and advocate Air Force positions and condense technical input into layman's terms without altering basic content.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
