Duties

The primary purpose of this position is to support Air University's Global College of Professional Military Education (GCPME) in fulfilling its core mission as directed by the Commander, Air University, and both the Commandant, Air Command and Staff College (ACSC), and Commandant, Global College of Professional Military Education. The incumbent supports the process of academic assessment and improvement by collaborating with the Director of Institutional Effectiveness.
  • Develops and administers surveys to obtain feedback from students, graduates, their supervisors, and faculty.
  • Plans, develops, executes, and evaluates a comprehensive indirect assessment program for all programs within organization.
  • Provides information and projections needed for internal and external program reviews.
  • Represents GCPME's school and institutional effectiveness section, with a variety of educational and functional area organizations; accomplishes special projects.

  • Degree required. Must include or supplemented by at least 24 semester hours appropriate to the work of the position filled. Course work must include study in at least 4 of the 5 following areas:
  • Learning theory, psychology of learning, educational psychology; Instruction design practices; Educational evaluation; Instructional product development; computers in education in education and training.
  • A master's degree is desired in Institutional Effectiveness, Curriculum and Instruction, or a closely related field.
  • Must be able to obtain and maintain the appropriate security clearance
  • Disclosure of Political Appointments
  • Additional duties supporting mission requirements of the College, University, the Air Force, or the Department of Defense can be assigned by college and/or University leadership
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conference, meetings, or functions away from the duty office/location. Travel may include overnight stays
  • Experience in Professional Military Education, teaching at the undergraduate level, a record of publications within the field of expertise, and an established professional reputation are positive factors for selection

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1750, Instructional Systems Series.

BASIC REQUIREMENT FOR GS-1750: A Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must include study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology ; (2) Instructional design practices (3) Educational evaluation (4) Instructional product development, OR (5) Computers in education and training . Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours. NOTE: You must submit a copy of your transcripts.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of an extensive body of rules, concepts, theories, techniques, procedures, terminology, and operations of educational program assessment necessary to perform a wide variety of assignments involving program assessment tools, metrics, and reports. Skill in applying analytical methods and techniques to access educational processes. Skill in applying knowledge to difficult and complex work assignments. Knowledge of statistical analysis principle and advanced techniques to determine both intuitional and educational program effectiveness. Knowledge of the organization's operations and functions sufficient to evaluate information gathered from various sources and use basic analytical methods and techniques to determine adequacy of, or deficiencies in, the educational assessment function. Ability to use a variety of computer programs and software to enter, maintain, sort, format, retrieve information, and produce a variety of standardized documents and electronic presentations. Comprehensive knowledge of a wide variety of instructional development methods sufficient to conduct analysis to determine requirements for revision of existing instructional systems.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Professional knowledge of learning theory and the principles, methods, practices, and techniques of the instructional
systems field to administer, advise on, and assist in designing, developing, and assessing educational programs.

2. Knowledge of a wide range of qualitative and/or quantitative research and analytic methods, such as statistical analysis, random
sampling, surveying, etc .; ability to lead research related to educational assessment.

3. Knowledge of and skill in using relational database management and computer programs and software such as Excel, Word,
Power Point, Qualtrics, and others that enable the generation of data reporting.

4. Ability to effectively communicate orally and in writing.

5. Ability and willingness to work effectively and constructively with various groups in accomplishing assigned projects in both
leader and follower capacity.

6. Knowledge of educational program and accreditation requirements, instructional and evaluation methods, outcomes assessment
procedures, and competency-based learning.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
