General Function:
- The contractor must provide program management resources with comprehensive knowledge of systems acquisition and program management principles, policies, and practices in accordance with DoDI 5000.02 and DoDI 5000.75, enabling full, independent performance of all PWS duties in support of Directorate missions.
- Program management personnel are expected to apply statutory and regulatory acquisition requirements, philosophies, and procedures to FMS and USAF systems, subsystems, equipment, and services across pre-award, post-award, and full lifecycle acquisition and logistics activities.
- Resources must possess knowledge of qualitative and quantitative methods to collect, analyze, and measure acquisition program effectiveness, efficiency, productivity, and overall performance.
- Personnel must understand support activities that help determine whether programs are meeting cost and schedule baselines and be capable of recommending viable solutions and alternative courses of action when issues arise.
- The contractor must demonstrate strong oral and written communication abilities, producing high-quality acquisition documentation such as briefings, plans, schedules, and formal program documents.
- Program management resources must be able to plan, research, analyze, and assess system acquisition efforts related to development, production, and deployment of weapon systems and associated equipment.
- Personnel must be capable of formulating actionable plans and recommending effective strategies to achieve cost, schedule, and performance objectives throughout the acquisition lifecycle.
- The contractor shall support the development and delivery of statutory and regulatory acquisition reports, including DAES, Monthly Activity Reports, and similar mandated documentation.
- Resources must support program management reviews, senior-level meetings, and Integrated Master Plan and Integrated Master Schedule reviews, ensuring accurate and timely program insight.
- The contractor must develop and deliver briefings, schedules, and status updates on acquisition tasks and program performance to senior management and leadership stakeholders.
- Program management personnel must apply DoD and Air Force program and project analysis principles to evaluate existing or proposed programs, processes, and policies, assess impacts, and recommend improvements to the Government POC.
- The contractor shall assist the Program Manager and acquisition team in planning, organizing, and executing program management activities, including managing or advising multidisciplinary analysis efforts.
- Resources must support acquisition strategy development, milestone planning, pre-award and post-award documentation, tracking, scheduling, staff coordination, briefing preparation, and decision documentation.
- The contractor must effectively interface and coordinate with headquarters, major commands, wings, squadrons, test agencies, USAF Centers, and other external organizations to accomplish assigned tasks.
- Program management resources must establish and maintain databases, develop and analyze key program metrics, integrate risk management strategies, resolve programmatic issues, and apply Earned Value Management principles to assess and report program health and status.
- Contractor must possess expertise in organizational branding, marketing, messaging, influence, and public affairs.
- Responsible for developing and maintaining both operational and strategic communications plans.
- Communications plans must address internal communications and external stakeholder engagement.
- Must manage and update SharePoint/SharePoint Online pages aligned with the Communications Plan.
- Required to collect and update key organizational messages and talking points on SharePoint.
- Must have experience in content and information management across digital platforms.
- Proficient in using Microsoft Teams and Microsoft Power Apps for communication and collaboration.
- Skilled in creating and managing documents and presentations using Microsoft PowerPoint, Word, Publisher, and Project.
- Recognized as highly skilled with advanced knowledge and experience in their technical/professional field, with the ability to apply relevant standards, procedures, and practices.
- Oversees and guides junior and journeyman personnel, providing expert support across Program Office, Enterprise, and Staff-level interfaces.
Qualifications:
Education/Certifications/Experience/Skills:
- MA/MS Degree with 10 years of directly related experience or BA/BS with 12 years of directly related experience or 15 years of directly related experience to this discipline.
- Must possess and maintain a government security clearance at the Secret Level.
- Must be proficient in the use of Microsoft Office Applications and other standard applications.
