Position Summary:
ANSER is seeking a Senior Biosurveillance Analyst to support the oversight of the Biosurveillance Program portfolio with the Office of the Deputy Assistant Secretary of Defense for Chemical, Biological, Radiological, and Nuclear Defense (ODASD(CBRND)).

This position can support a hybrid work schedule with job duties performed 3-4 days per week onsite at the Mark Center in Alexandria, VA and / or Pentagon in Arlington, VA.

Day to Day Responsibilities:
  • Serve as the subject matter expert of the Biosurveillance portfolio, with a special focus on connecting existing, developing new, and understanding historical capabilities to detect, identify, and characterize biological threats.
  • Serve as the Task Lead for the Biosurveillance Directorate.
  • Support ODASD(CBRND) decision processes by initiating, maintaining, modifying, and linking information sources, assessment methodologies, and metric development in support of programmatic analysis, prioritization, and evaluation of the biosurveillance portfolio.
  • Develop and propose solutions to critical problems by creating actionable strategies, implementation plans, and oversight plans that use metrics to enable the Department of Defense DoD to continuously monitor progress and reallocate resources or efforts, as required, to meet government requirements.
  • Provide support for acquisition program management of the ODASD(CBRND)'s Biosurveillance portfolio.
  • Assist with DoD Planning, Programming, Budgeting, and Execution (PPBE) and budget formulation matters, justification, Congressional presentation, and execution activities.
  • Provide technical support to facilitate government oversight, coordination, and integration of the Biosurveillance programs among the Defense Health Agency, Office of the Undersecretary of Defense for Personnel and Readiness (OUSD(P&R), the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND), the Joint Science and Technical Office for Chemical and Biological Defense (JSTO-CBD), and the Joint Requirements Office for Chemical, Biological, Radiological, and Nuclear Defense (JRO-CBRND).
  • Provide support to the ODASD(CBRND) at various DoD and interagency meetings with topics relevant to the Biosurveillance portfolio.
  • Support the ODASD(CBRND) at various conferences, seminars, and meetings by preparing PowerPoint presentations, read-aheads, talking points, meeting minutes, and other materials related to the Biosurveillance portfolio, as required.


Required Qualifications:
  • Possess an active Secret security clearance.
  • Bachelor's Degree the physical or life sciences and 17+ years of relevant work experience in the biosurveillance / biodefense mission space, OR a Master's degree and 15+ years of relevant work experience.
  • Experience with the oversight and development of biosurveillance programs within DoD or an interagency equivalent.
  • Experience working with, briefing, and engaging General Officer/Flag Officer/SES-level personnel.
  • Experience with the MS365 Suite, to include Outlook, Teams, and SharePoint.

Preferred Qualifications:
  • Experience working withing the military acquisition workforce.
  • Experience working with the Pentagon.
  • Experience managing or overseeing the biosurveillance programs (e.g., detection, decision support, threat agent science, etc.).
  • Defense Acquisition University (DAU) certification in program management and/or certification in Engineering and Technical Management.
