The candidate will be integral in the standup for the Looking Glass Next program. The candidate must Apply knowledge of DoD test and evaluation processes to assist in the designing, planning, execution, analysis and reporting phases of test and evaluation programs (including any applicable FAA certifications and procedures) to assess the performance of aeronautical systems, subsystems, and equipment, as they progress through the various acquisition phases and milestones.

Responsibilities:
- Review/develop/update applicable program documentation for Test and Evaluation (T&E) management-relevant requirements across the full spectrum of actions required to award weapon system-related contracts to including but not limited to pre-award documentation, development of evaluation criteria, evaluation of contractor proposals, and post-award documentation actions.
- Perform an advisory role, as required, for program source selections on all test and evaluation management related requirements.
- Assist in project team meetings, working groups, and reviews, as needed.
- Provide assistance to any integrated test team activities including interaction with higher level test organizations such as OSD/Director Of Operational Test & Evaluation (DOT&E), as needed.
- Evaluate the levels of effort, resources, and integration required to develop executable T&E programs and execute the T&E plan.
- Assist in scheduling and securing required test resources in support of project/program office objectives.
- Assist with major program reviews, inspections, and conferences and test plan working group meetings, executive independent reviews, program evaluations, integrated test teams, test readiness reviews, other test-related program events as well as major milestone events.
- Assist in the development and/or maintenance of test plans and procedures, test and evaluation management plans, acquisition strategies, and planning documents.
- Assist in the coordination of ATP for the delivered items and associated plans as well as testing requirements with program office customers, weapon system contractors, and other agencies with standardization and/or oversight requirements for test programs.
- Perform research activities to define minimum test requirements, definition of task scope, and selection of alternatives. The Contractor shall analyze test strategies to interpret, organize, execute, and coordinate assignments for projects concerned with unique or potentially controversial test requirements having a major effect on the programs.
- Recommend any on-site test facility improvement to Government officials.
- Provide potential solutions for program test problems, issues or concerns.
- Determine the capability and availability of major DoD and civilian test resources and facilities to include planning and organizing the flight and ground testing of an aircraft, subsystems, or components involving weapon system contractors, other USAF or Allied test organizations, and DoD agencies.
- Prepare, maintain, update, and review the full range of test plans and test-related documentation including but not limited to T&E strategies, test reports, requirements and objectives, for adequacy, specification/performance requirement compliance, conformity with mandatory guidance, and provide recommendations as necessary for improvement.
- Perform and prepare tradeoff studies and make recommendations on alternative test strategies and approaches to senior leadership.
- Perform material solution analyses leading up to design reviews.
- Produce or assist in the development of draft documentation and presentation materials as requested or necessitated by programmatic limits based on cost, schedule, and performance.
- Provide personnel who possess extensive experience in technical documentation.
- Evaluate unmanned aerial target schematics, parts, and drawings to ensure compliance with military and commercial standards.
- The Contractor shall be able to use ETIMS/Comprehensive Integrated TO Management System (CITOMS) as needed to support workload requirements.
- Review, analyze, and resolve equipment interface problems.
- Assist in the determination and definition of aircraft configuration requirements.
- Expertise shall be used to support the CCB for aircraft modifications.
- Review, analyze, and identify potential updates to TCTOs, drawings, Engineering Change Orders (ECOs), Illustrated Parts Breakdowns (IPBs), and other applicable aerial target technical data.
- Experience in conducting engineering studies; developing test procedures, repair capabilities, and maintenance or inspection requirements; and analyzing data from the REMIS and Integrated Maintenance Data System (IMDS).
- Provide technical, programmatic, and logistical historical context information and data so that
- comprehensive engineering and management decisions can be made in a timely manner.
- Provide data collection assistance and evaluate the data sufficiency.
- Assess data collection methodology, instrumentation and procedures, format data to facilitate computer processing and analysis, and perform first and second generation data reduction.
- Perform data analysis using Modeling and Simulation (M&S) techniques, models, computer simulations, or other tools/methods as necessary.
- Recommend and assess test data requirements necessary to meet program test objectives within program cost and schedule constraints.
- Use the analysis results to recommend changes in testing techniques, procedures, and/or to identify potential areas for further investigation.

Required Experience
One of the following combinations of education experience:

- MA/MS degree, and twelve (12) years of experience in the respective technical / professional discipline being performed, five (5) years of which must be in the DoD -OR-
- BA/BS degree, and fifteen (15) years of experience in the respective technical/professional discipline being performed, five (5) of which must be in the DoD -OR-
- HS Diploma, and twenty (20) years of directly related experience, eight (8) of which must be in the DoD.
- Possess excellent interpersonal, written and verbal skills to develop and maintain working relationships with the internal and external personnel involved with the project/program.
- Possess the advanced knowledge, experience and recognized ability to be considered an expert in the technical/professional field, possess the ability to perform tasks and oversee the efforts of junior and journeyman personnel within the technical/professional discipline.
- Working knowledge of desktop applications including word processing, spreadsheet, and database software packages.
- U.S. Citizenship required; Must have a Secret Clearance with the ability to obtain and maintain a Top-Secret Security clearance with SCI access.

- Active Top Secret Clearance with SCI access
- Experience with early-stage acquisition and Milestone B entry
