The MITRE Intelligence Center is seeking a Principal Project Lead (PL) to support the Intelligence Community Chief Financial Officer (ICCFO) within the IC Enterprise Operations Department (N924), part of MITRE's National Intelligence Directorate (NID), based at MITRE's McLean campus.
The Project Lead reports directly to the N924 Department Manager and is responsible for leading and integrating three coordinated work programs under the ICCFO portfolio. These programs primarily support IC-wide financial and acquisition governance bodies, including the Intelligence Community Chief Financial Officer (ICCFO) and the Intelligence Community Senior Procurement Executive (IC SPE), and also support ODNI execution organizations, including the Office of the Director of National Intelligence's Chief Financial Executive (CFE), Senior Procurement Executive and Head of Contracting Activity (SPE/HCA), and Contracts Team. The PL leads MITRE support across the full lifecycle of Intelligence Planning, Programming, Budgeting, and Execution (IPPB&E), ensuring alignment between IC governance decisions, ODNI enterprise priorities, and execution-year outcomes.
This role requires deep understanding of IC financial, acquisition, and governance processes, strong program leadership skills, and the ability to deliver objective, unbiased, and conflict-free advisory support. The Project Lead partners closely with senior IC and ODNI executives to strengthen community-level governance, financial stewardship, acquisition execution, transparency, and enterprise decision-making in support of Intelligence Community mission outcomes.
The primary responsibilities of the position must be carried out in person in McLean, Virginia, with regular presence at ODNI facilities and flexibility to respond to sponsor needs.
Roles & Responsibilities:
The Project Lead serves as the primary MITRE lead for ICCFO support activities and is responsible for integrating three ICCFO-aligned work programs into a cohesive, well-executed portfolio. The role leads MITRE support across the full Intelligence Planning, Programming, Budgeting, and Execution (IPPB&E) lifecycle in direct support of IC-wide financial and acquisition governance, including the ICCFO, ICSPE, and the ODNI CFE translating governance decisions into executable plans, budget actions, and execution oversight.
The Project Lead partners closely with senior IC and ODNI leaders to deliver objective, conflict-free advisory support, leads preparation of key financial and congressional products such as the Congressional Budget Justification Book, oversees financial execution and interagency funding actions, and identifies opportunities to strengthen acquisition practices, streamline execution, and evolve MITRE's support to IC financial and acquisition governance bodies.

Basic Qualifications:
- Bachelor's degree with a minimum of 10 years of relevant experience, or an equivalent combination of education and experience.
- Demonstrated experience supporting the full Intelligence Planning, Programming, Budgeting, and Execution (IPPB&E) lifecycle within the Intelligence Community or comparable federal enterprise.
- Experience supporting or engaging with IC-wide governance structures, including the ICCFO and IC Senior Procurement Executive.
- Strong knowledge of federal budgeting, financial management, acquisition processes, or contract oversight.
- Proven ability to engage effectively with senior government executives.
- Experience managing multidisciplinary teams and coordinating across multiple work streams.
- Active TS/SCI with CI Poly.
- U.S. Citizenship required
- This position has an on-site requirement of 5 days a week on-site.
Preferred Qualifications:
- Direct experience supporting IC CFO organizations, IC Senior Procurement Executive functions, or other IC-level financial or acquisition governance bodies across multiple phases of the IPPB&E lifecycle.
- Experience supporting IC-wide governance forums, councils, or boards related to finance, acquisition, or enterprise management.
- Experience supporting development of Congressional Budget Justification Books (CBJBs) or responding to congressional budget inquiries.
- Demonstrated success improving acquisition efficiency, financial governance, or execution transparency.
