Program Overview
RIVA Solutions supports the U.S. Patent and Trademark Office (USPTO) Office of the Chief Information Officer (OCIO) through the Enterprise Data Architecture Division (EDAD). EDAD is responsible for defining, governing, and modernizing USPTO’s enterprise data ecosystem to ensure data consistency, interoperability, security, and scalability across mission-critical systems.
This work includes enterprise data architecture, data governance, data quality, cloud modernization, and secure data exchange initiatives that support USPTO’s operational, analytical, and innovation objectives. RIVA provides senior technical leadership to ensure data assets are treated as strategic enterprise resources and aligned with federal IT, security, and architecture standards.
Position Overview
RIVA Solutions is seeking a Lead Technical Architect (Enterprise Data Architecture) to provide senior technical leadership and architectural oversight for USPTO’s EDAD organization. This role is responsible for defining enterprise data architecture strategy, governing data standards, and leading modernization initiatives across on-premises and cloud environments.
The Lead Technical Architect serves as a trusted technical advisor to EDAD leadership and USPTO stakeholders, guiding architectural decisions related to data modeling, data integration, cloud migration, data governance, and advanced analytics. This position plays a critical role in ensuring enterprise data solutions are secure, scalable, compliant, and aligned with USPTO and federal standards.
Core Responsibilities
• Lead the design, evolution, and governance of enterprise data architectures aligned with USPTO OCIO and federal standards
• Develop and oversee conceptual, logical, and physical data models across enterprise systems
• Provide architectural oversight for database design, optimization, and lifecycle management in on-premises and cloud environments
• Lead cloud data migration and data modernization initiatives
• Define and implement enterprise data governance, metadata management, and master/reference data practices
• Architect data quality frameworks including profiling, validation, monitoring, and reporting
• Design and support secure data integration solutions, APIs, and enterprise data exchange standards
• Embed security, privacy, and DevSecOps principles into all data architecture solutions
• Support ATO activities and compliance with federal IT security, privacy, and CUI requirements
• Serve as a senior technical advisor to EDAD leadership and USPTO stakeholders
• Lead architectural reviews, technical assessments, and design decision forums
• Mentor technical staff and promote consistent application of enterprise architecture standards
Minimum Qualifications
• Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field
• 10+ years of progressive experience in enterprise systems architecture and data architecture
• Demonstrated experience with enterprise data modeling, cloud platforms, and data integration technologies
• Experience supporting federal government IT environments
• Strong communication skills and ability to advise senior technical and non-technical stakeholders
Preferred Qualifications
• Master’s degree in a related field
• Prior experience supporting USPTO, Department of Commerce, or similar federal CIO organizations
• Familiarity with large-scale enterprise or international data exchange standards
• Exposure to AI/ML concepts as applied to enterprise data architectures and analytics platforms
Technical Environment
Experience across enterprise data, cloud, and analytics technologies, including but not limited to:
• Cloud platforms (AWS, Azure, GCP)
• SQL and relational/non-relational databases
• Data modeling and integration tools
• Programming or scripting languages (e.g., Python, Java, SQL)
• DevSecOps and CI/CD tooling
• Enterprise collaboration and documentation tools
