Work is to be performed onsite at the Regional Office of the Department of Homeland Security (DHS), Federal Protective Service, at 180 Ted Turner Drive, SW, Atlanta, GA 30303.
Job Summary:
The Senior Budget Analyst provides comprehensive financial and administrative support across accounting, procurement, vendor coordination, and program and field offices. This role is responsible for analyzing and reconciling financial data, reclassifying expenditures, validating accounting records, and ensuring the accuracy and timeliness of financial reporting and invoicing. The analyst evaluates funding requests and cost estimates, prepares justification and reprogramming documentation for supervisory review, and supports audits by collecting and verifying required financial information. Additional responsibilities include monitoring fund expenditures and disbursements, resolving account discrepancies, drafting statistical and financial products, and supporting special projects as directed by senior financial and regional management. The position requires strong analytical skills, attention to detail, and effective written and verbal communication with management and operational staff to support daily financial operations.
Responsibilities/Duties:
  • The employee shall provide administrative support with documentation from accounting, procurement, vendors, program, and field offices, and determine when the status of documents should be considered closed.
  • Analyzing accounting data, reconciling accounts, and drafting documents to justify reprogramming actions and submit re-classification requests for approval through the Supervisory Budget Analyst and/or Financial Program/Cost Analyst for changes in the financial system.
  • Analyzing estimates for consolidation of funding requests; assist in verifying cost estimates received from others by evaluating the consistency of dollar estimates against contract exhibits.
  • Verifying funding status of prior year Security Work Authorizations (SWA), collecting financial information that is required for audit responses, assisting in validating and verifying accounts, responding to agency requests for documentation to support invoiced amounts, assisting in certifying undelivered orders, and completing special projects.
  • Follow directions from government budget officers, or other appropriate channels, to help resolve agency client account discrepancies, and administratively support accurate/timely invoicing records processing.
  • Drafting conventional and precedent statistical products.
  • Retrieving financial system data and utilizing standard statistical methods to assist in analyzing data.

  • Recording and monitoring activities related to the expenditure and disbursement of funds, and track/analyze the status of funds.
  • Performing verbal and written communication with various levels of management and operating personnel to assist Management with daily operations.
  • Validating/verifying accounting records.
  • Providing assistance to special projects to be identified by Region 4 financial and senior level management.
  • Drafting, copying, editing, calculating, revising, retrieving, storing, and printing a wide range of documents in final form (e.g. reports, graphs, statistics, mailing labels, tables, and etc.).
  • Reviewing and analyzing financial and budgetary expenditures matters.
Qualifications:
  • Must have at least four (4) years of active experience in federal financial policy, procedures, regulations, and guidelines applicable to financial management programs, processes, and systems, with the skills and ability to apply such knowledge to a broad scope of complex assignments
  • Excellent written and verbal communication, and presentation skills.
  • Must possess strong analytical skills and the ability to conduct research.
  • Proficiency in Microsoft Office computer software applications, including Word, Access, intermediate Excel, and PowerPoint.
  • Must be a U.S. citizen and able to obtain and maintain a DHS suitability determination and HSPD-12 PIV card.
Education/Certifications:
  • Must possess a minimum a BS/BA degree that includes at least 24 hours coursework in finance, quantitative methods, or accounting.
  • Must have at least four (4) years of active experience in federal financial policy, procedures, regulations, and guidelines.
